150 SEMINARY ISSUES

tained and discipline called for in Overture 2-102; there-
fore be it

Resolved, That, lest the impression be given that appro-
priate action has been taken, or that said charges have been
withdrawn, Overture 2-102 be resubmitted, out of concern
for things to be done decently and in good order, and for the
desire to repair a great and serious wrong perpetrated upon
the President of Synod:

Whereas, The president and faculty of Concordia Seminary.
St. Louis, have resisted the investigation into the doctrine and
life of the seminary by the synodical President and his fact-
finding committee (see Weber letter and numerous faculty re-

leases in Spectruin, the Alumni News Letter, and other media);
and

WHEREAS, The President and the faculty of Concordia
Seminary. St. Louis, by their own Open letter and_ protest
against the President of the Synod and his investigation have
seriously wronged the President of the Synod and the Synod
itself, and have brought offense into the Synod; and

Whereas, The president and faculty of Concordia Seminary,
St. Louis, although stating that they continue “now no longer
under protest’ (Lutheran Witness Reporter, March 21, 1971,
p. 3), have not and will not apologize for the offense they have
caused within our Synod: therefore be it

Resolved, That the Missouri Synod in convention assembled
reprimand the president and faculty of Concordia Seminary,
St. Louis, for their continued unbrotherly behavior and offense:
and be it further

Resolved, That the Synod request the Board of Control of
Concordia Seminary, St.Louis. to instruct the president and
faculty of Concordia Seminary to make appropriate apologies
to the President of the Synod, the Synod itself, and others who
have been wronged: and be it further

Resolved, That should the president of Concordia Seminary,
St. Louis. or any member of the faculty refuse to make such
apology, the Synod request the Board of Control of Concordia
Seminary to secure the resignation of such persons: and be it
finally

Resolved, That the Synod request the Board of Control of
Concordia Seminary. St. Louis. according to the provisions of
Handbook Bylaw 6.83. to secure the resignation of the president
of said seminary for not carrving out his duties responsibly dur-
ing the investigation under Handbook Bylaws 6.91 and 6.75.

To Stipulate District Membership
of Faculty Member

Wuereas, It is now possible for a professor to claim mem-
bership in a given District of Synod as a clergyman and,
at the same time belong to a congregation of another Dis-
trict in the locality where a college or seminary is located;
and

Wuereas, Such a situation confuses lines of administration
and doctrinal supervision; therefore be it

Resolved, That a professor of a synodical educational in-

stitution be required to hold District membership as a
clergyman in the same District to which the congregation
belongs where he holds personal membership.

ST. LOUIS BOARD OF CONTROL
3-141

To Increase Board of Control for 2 Years

Wuereas, The Scriptural position of Concordia Seminary,
St.Louis, is in the center of the controversy within our
Synod and its theological stance influences the future min-
istry of our pastorate: and

Wuereas, The elected Board of Control is unable to re-
solve the situation, being divided on the issues, for the good
of the church; and

Wuereas, Special skills are required for settlement of the
issues for the good of the church; and

Wuereas, The entire Synod is involved in proper settle-
ment of this controversy, being superior to all boards, com-
missions, and officers, and is under Synod’s Constitution
empowered to take extraordinary action (e. g., Art. XI, para-
graphs 1, 2, 3, also see 6.05 d.); therefore be it

Resolved. That the Synod in convention assembled in-
struct the President and Vice-Presidents of Synod after con-
sultation with the Board for Higher Education of the Synod
to appoint six additional members to the Board of Control of
St. Louis seminary with special expertise for resolving this
controversy in harmony with Synod's prescribed objectives
(6.05 d.); and be it further

Resolved, That said additional Board of Control members
serve for a period of 2 years, after which the board shall
return to its original make-up.

To Amend Bylaws in Order to Augment
Board of Control of St. Louis Seminary

Wuereas, The Board of Control of the St. Louis seminary
has been heavily burdened with administrative duties during
the present controversy: and

Wuereas, There is much need to be able to evaluate the
theological teachings at the seminary on a continuing and
efficient basis in order to more quickly resolve the issues
in a God-pleasing manner: and

Wuereas, The President of the Synod is ultimately re-
sponsible for doctrinal supervision of all employees of Synod;
therefore be it

Resolved. That the Bylaws of Synod dealing with the
Board of Control of the St. Louis seminary (6:23) be
amended by addition to read that

d. The President of the Synod may appoint up
to five (5) additional members consisting of not
more than one pastor, one teacher, one professor,
and two laymen to the Board of Control of each
theological seminary.

And be it further
Resolved, That the President of the Synod shall augment

the St. Louis seminary Board of Control with the five addi-
tional men; and be it further
