WuereaS, The aforementioned resolution failed to give
specific approval to the program of ministerial training that
had been proposed, thus taking incomplete action (cf. Work-

(one man on a theological faculty) gives no control over
the doctrine taught at the aforementioned seminary; and

WuereaS, Many of the Canadian brethren in the LCMS
have expressed grave concern over this arrangement; and

Whereas, This arrangement constitutes a dangerous prec-
edent for the LCMS in terms of delegating away the theo-
logical training of its future ministers to others and thereby
surrendering effective control; therefore, be it

1971 convention and the arrangement with the Lutheran

tion of alternate possibilities for training Canadian theologi-

Wuereas, The Lutheran Church — Missouri Synod is in
need of black leadership at all levels of the congregations,
Districts, and Synods; and

Whereas, Pastor William Griffen and Albert Pero have
issued a memorandum,®* dated Oct. 2, 1972, pinpointing some
of the problems in developing more black leadership within
the LCMS and calling “for an overall plan for recruiting
black young people for church vocations” and calling for
curriculum changes and a study of policies in the synodical
educational system toward preparing blacks and whites
more effectively for their ministry; and

Whereas, The faculty of Concordia Seminary, St. Louis,
