love and compassion of the church and its mem-
bers by helping the homeless, persecuted, sick, and
needy throughout the world as a witness to our
faith in Jesus Christ.

the program of Lutheran World Relief, and after
consultation with the Board for Missions, the board
may serve as an additional resource to developing
national churches related to our Synod and to our
missionaries serving in areas where basic human
needs are urgent, enabling them to prove their
ministry of the Word with the service of Christian
compassion.

5. While special concern must be given for those
of the “household of faith,” the board shall en-
gage in projects throughout the world that shall
seek to “do good unto all men” on the basis of need,
regardless of nationality, color, creed, or political
persuasion so that a largely non-Christian world
may see reflected in these actions of the Lutheran
church the grace and love of God in Christ Jesus.

6. Loans and grants for relief, rehabilitation,
and development programs shall be made in ac-
cordance with criteria developed by the board.

the solicitation and distribution of funds and ma-
terials.

2. In special emergencies additional appeals may
be made in keeping with the Synod's policies.

gencies and not expended for the emergency shall

be deposited with the Treasurer of the Synod in
