76 THEOLOGY AND CHURCH RELATIONS
and continue to work toward a greater degree of unity with
those with whom it is in altar and pulpit fellowship: and
Wuereas, The 1971 convention noted the content of the
document entitled “A Statement of the Participating Bodies
in the Lutheran Council in the United States of America
Regarding Lutheran Unity” in a favorable way: and
Wuereas, The statement of the participating bodies in
LCUSA proposes (among other things) that “the churches
commit themselves to join in activities which reflect in their
corporate life the unity which exists among them. Common
planning and action give evidence that the churches share
a common mission and are prompted by common spirit. In
this process the churches will share, complement and sup-
port one another.” And the statement further encourages
that “the churches commit themselves to these goals in
awareness that increasing theological agreement, congrega-
tional fellowship, and unified programs may lead also to
structural unity. This will come when there is a general
consensus that the envisioned unity of faith and life, mission
and ministry. unhampered by needless duplication or com-
petition will further the fulfillment of God's will"; and
Wuereas, In Lutheran campus work. institutional, social
welfare work, and military chaplaincy, we have had whole-
some experiences in inter-Lutheran sharing in cooperative
ministries: therefore be it
Resolved, That the Synod further develop inter-Lutheran
ministry. especially to the campus, both encouraging indi-
vidual Districts in such work and supporting this with the
policies of the synodical Mission Board and its Secretary of
Campus Ministry in keeping with goals stated in the LCUSA
statement regarding Lutheran unity.

To Clarify Policy of Campus Ministry
Administration
Wuereas, The Lutheran Church — Missouri Synod re-
solved at its 1967 convention “that the work of Campus
Ministry continue to be the direct administrative responsi-
bility of the synodical Districts (Res. 3-20)"; and
Wuereas, The Synod in subsequent conventions reaffirmed
its decision to administer Campus Ministry by synodical
Districts, using the staff office of Secretary of Campus Min-
istry in an advisory role to Districts; and
WHEREAS, The Denver convention (1969) endorsed the
Position and Directional Statement on Campus Ministry of
the Board for Missions which instructs Districts to provide
for “coordinated planning of campus ministries with other
Lutherans in the geographic area of responsibility of the
Districts that initiates new ministries, strengthens existing
ministries, and avoids duplication of effort and resources’;
and
WHEREAS. Such cooperative and coordinated planning in
inter-Lutheran agencies is totally consistent with District
administration of Campus Ministry, since the LCMS rep-
resentatives are elected by the Districts: and
Wuereas. The constitutions of inter-Lutheran agencies
for Campus Ministry respect and protect the principles
and policies of the LCMS, as well as those of other Lu-
therans, and further provide for the advisory membership
of District Presidents and Coordinators of Campus Ministry;
and
Wuereas. Some confusion has been caused by recent
policy changes (with respect to administration of Campus
Ministry) introduced by Synod’s Board for Mission; there-
fore be it
Resolved, That the Board of Mission Administration and
the Board of Directors of the Texas District, LCMS, me-
morialize The Lutheran Church — Missouri Synod, in con-
vention assembled, at New Orleans, July 6—13, 1973, to
clarify synodical policy relative to Administration of Campus
Ministry, with particular reference to District responsibility
for such administration. and participation in inter-Lutheran

To Declare Tri-Lutheran Campus Ministry
Agencies and Unified Campus Ministries
to Be Unionistic and Unconstitutional
Wuereas, A number of unified campus ministries and
tri-Lutheran campus ministry agencies have been organized
in some parts of our Synod which promote a common struc-
ture for a Lutheran ministry governed by a board repre-
senting the LCA, ALC, and LCMS with the authority to
maintain, administer, and supervise the campus ministry of
the three churches: be it therefore
Resolved, That the LCMS in convention declare the tri-
Lutheran agency or united campus ministry contrary to its
constitution, Article VI: and be it further
Resolved, That all tri-Lutheran or unified campus min-
istries be discontinued immediately.

To Require That Unified Campus Ministries
Be Dependent on Formal Church Body
Fellowship
Wuereas, Several Districts of Synod (the California and
Nevada District and Texas District) have entered into a
unified campus ministry with the ALC and LCA (NLCM)
and other Districts appear to be considering such a ven-
ture; and
Wuereas, Such cooperative efforts appear to involve the
ministry and administration of campus ministry in union-
ism and unionistic practices contrary to Article VI 2a and b;
therefore be it
Resolved. That the Synod declare itself opposed to all
such unified ministries until Synod formally enter into pul-
pit and altar fellowship with the LCA; and be it further
Resolved, That Synod direct those Districts already active
in a unified campus ministry to withdraw from such involve-
ment by Sept. 1. 1974: and be it finally
Resolved, That Synod direct those Districts which may
be contemplating such a step to suspend all negotiations
until the LCA and LCMS are formally in pulpit and altar
fellowship. Grace LUTHERAN CHURCH
