SPECIAL AND SUNDRY MATTERS 351
against wasteful attempts to save by employing package
builders.
Any congregation contemplating new construction or re-
novation is urged to write for the commission's booklet,
Architectural Guide. The commission members stand ready
to serve according to their synodical assignment. The Lu-
theran Annual provides the addresses of the members, and
congregations may address the member nearest their own
location for further information or for assistance.

To Practice Christian Love and Brotherhood
Whereas, We are reminded by St.Paul “not to be con-
formed to this world” (Rom. 12:1 ff.) but encouraged “by
the mercies of God” to be “renewed in Jesus Christ”: and
Wuereas, We know from experience how easily we can
deal with one another according to the pattern of this world,
and give in to suspicion that works further evil; and
Wuereas, If we forget this admonition of St.Paul. we all
lose and fail in the tasks to which we are sent, therefore
be it
Resolved, That we humbly confess before God and our
fellowmen that we have not always dealt with one another
in love but have too often followed the pattern of an evil
world and therefore implore forgiveness: and be it further
Resolved, That we encourage one another by the mercies
of God to make every effort to act in accordance with the
fellowship that is ours in Holy Baptism and the calling
which is ours by the Gospel: and be it further
Resolved, That we deliberately include the encourage-
ment in our speaking and action during this convention;
and be it further
Resolved, That this resolution be presented to the Synod-
ical convention at New Orleans meeting in 1973, and be it
finally
Resolved, That we request the President of the Synod to
bring this memorial to the 1973 convention so that it may
apply to all sessions as early as possible by presiding officers.

To Expedite Convention Business
Wuereas, A spirit of legalism impedes the orderly con-
duct of Kingdom business by appealing to technical priv-
ileges, points of order, and similar parliamentary devices:
and
Wuereas, A sense of fair play will not disregard the rights
of those who feel their interests have not been properly
safeguarded; therefore be it
Resolved, That points of order, questions of privilege. and
similar challenges be presented to an assistant parliamen-
tarian who shall record them by a system of visual projec-
tion where they can be seen by all delegates and can be
honored at the discretion of the chairman.

To Grant Equal Opportunity to Voting
Delegates
Wuereas. Practical limitations prevent voting delegates
from expressing themselves as freely as they might like; and
Wuereas, Advisory delegates of the Synod may express
their opinions “the same as voting members” (Bylaws 1.36);
and
WuereEas. Certain advisory delegates bring the system
under a cloud by exploiting their superior familiarity with
convention procedure: therefore be it
Resolved, That certain microphones shall be reserved for
the use of advisory delegates and that advisors shall nor-
mally be restricted to such designated microphones; and be
it finally
Resolved. That advisors shall not be allowed to suggest
motions or to propose wordings for motions with the evident
intent that they be moved by cooperating voting delegates.

To Provide Equal Opportunity of Debate
to Lay Delegates
Wuereas. The ideal of equal representation of lay and
clerical delegates is extremely difficult to achieve in prac-
tice; and
WuereEas. Voting pastors tend to be more familiar with
convention procedure and bolder in expressing their views
than lay delegates: and
THerEAS, This fact denies certain delegates the oppor-
tunity to speak on certain issues while others grasp the
opportunity to speak several times: and
Wuereas. This process of selectivity may convey the mis-
taken impression that the view of professional church work-
ers is the proper view of the church as a whole; therefore
be it
Resolved, That the chairman be encouraged to alternate
his recognition of speakers between lay delegates and pro-
fessional church workers: and be it finally
Resolved. That the chair be encouraged to deny any dele-
gate the right to speak twice to the same issue so long as
other delegates request the privilege of the floor.

To Invite Guests to Attend and to Address
Our Convention with Due Regard
to Propriety
Wuereas. Our Synod appreciates the opportunity to re-
ceive brotherly greetings from various church bodies; and
Wuereas, At our convention in Milwaukee, we were able
to receive the greetings of the President of the ALC and
the President of the LCA, and others; and
Wuereas. We hope to continue the practice of extending
and receiving a Christian welcome to and from our brethren;
and
Wuereas. In the past a portion of some greetings were
addressed to matters of deep concern within our Synod; and
WHEREAS, Some of these matters were still to be consid-
ered by the convention, and some were at the time of their
discussion under consideration by various committees of the
Synod; and
Wuereas, Difficulties have arisen from this practice since
these brethren expressed themselves without benefit of an
