hunger in our world since that time, instances in which our
Synod was able to offer assistance expedited speedily through

tinue to experience such needs and special efforts will con-
tinue to be necessary to remain alert to and help meet such
needs; therefore be it

New Orleans authorize its President to continue the ap-
pointment of such a Commission on World Hunger: and be

To Create Standing Commission
on World Hunger

Wuereas. In 1969 the LCMS authorized the appointment of
a Commission on World Hunger in order to help us as a
church body in focusing our attention and resources more
fully on the problem of world hunger: and

Wuereas, The problem is not less but more acute than
when the Commission was first authorized: and

Wuereas, In light of recent developments in government
aid and of the growing concern of various corporations and
foundations in the area of world hunger it has become all
the more important that the attention of the Svnod's various
boards and commissions be focused on this problem: there-
fore be it

Resolved. That the LCMS in convention authorize the
President of the Synod to continue this commission or make
it a permanent one. with its membership limited to the
smallest number of persons that can effectively carry on its
work.

To Provide for Greater Use and Control
of Boards and Commissions

Wuereas, Boards and Commissions have traditionally
been recognized and valued for their deliberative and some-
times investigative usefulness in the service of the church,
and

Wuereas, It is always good practice to separate legislative
from executive responsibility. or at least to distinguish be-
tween them, so that the execution of our Lord’s work can
proceed with dispatch: and

Wuereas, Members of boards and commissions undoubt-
edly do experience educative and perhaps therapeutic bene-
fits when they meet; and

WHEREAS, Some boards or commissions appear to be meet-
ing unproductively and at great expense. while others seem
to function as screens or buffers behind which staff execu-
tives may hide while they disagree with the mandate of the
Synod and its elected officers to the point of frustrating given

policies; and

WuerEaSs, Such undesirable and deleterious conditions
ought not to be tolerated in the Synod: therefore be it

Resolved. That the Synod direct the Board of Directors
to scrutinize directly, or with the aid of a special task force,
the usefulness or need of each board and commission serving
the Synod, whether appointed or elected, or both; and be it
further

Resolved. That the Synod declare all boards and commis-
sions to be accountable to the Synod’s chief executive officer
between the conventions of the Synod, and subject to his
direction.

To Restore Seminary Property to Synod

WuereEas, The property of Concordia Seminary, St. Louis,
is officially in the hands of the Board of Control of this in-
stitution; and

Wuereas, The purchase of this property and the erection
of the buildings and facilities were only made possible
through the generous and sacrificial giving of all the mem-
bers of the LCMS; and

Wuereas, The operation of the institution is made pos-
sible only by a large financial subsidy from the Synod each
year: therefore be it

Resolved. That the Synod direct the Board of Control to
deed back to The Lutheran Church — Missouri Synod all
properties and buildings of Concordia Seminary, St. Louis;
and be it further

Resolved, That any member of the Board of Control of
Concordia Seminary not following this directive of The Lu-
theran Church — Missouri Synod be immediately suspended
from his position by the President of The Lutheran Church
— Missouri Synod on the basis of this resolution; and be it
finally

Resolved. That the same action be taken in the case of
all other colleges and seminaries of the Synod where state
laws do not render such action impossible.

To Exercise Good Stewardship
with Synod’s Budget

Wuereas, The Synod is usually short of money; and

WHEREAS, “Catch-up” offerings recur from time to time;
and

Wuereas. Recurring drives under the guise of “offerings”
are imposed upon its membership; and

Wuereas, Postage is very high and continues to increase;
therefore be it

Resolved,

(a) that the proper authorities exercise greater care and
cut costs of administration wherever possible; and

(b) that Synod reduce its voluminous and frequent mail-
ings to full-time church workers: an

(c) that individual advertisements, introductions to pub-
lications, etc. much of which goes into the wastepaper
basket. be kept out of the mail; and

(d) that synodical personnel whether on synodical, Dis-
trict, or circuit level exercise true Christian stewardship
with regard to traveling, lodging, and dining.
