To Establish and Support
Urban Lutheran Schools
WHEREAS. The Gospel remains the focus of Lutheran edu-
cation; and
WHEREAS, The schools of the church continue to proclaim
this freeing Word of good news: and
WHEREAS, Congregations of the LCMS still maintain num-
bers of schools within urban areas of extreme demographic
change; and
Wuereas. Many of these parishes and schools are no
longer able to support financially such full-time parish edu-
cation; and
Wuereas, Such schools provide a viable educational al-
ternative where options are limited, and thereby enhance
the church's outreach: and
WHEREAS, The mission of the church is to the whole per-
son, and such schools can serve persons in serious need: and
WuereaS. Such schools can often provide services and
special care not always available in the public school: there-
fore be it
Resolved. That the Board of Missions in consultation with
the Board of Parish Education and synodical Districts give
serious consideration to funding existing Lutheran schools
and developing new ones in carefully selected urban set-
tings, and be it further
Resolved. That the Board of Parish Education in consulta-
tion with other boards develop guidelines for shared parish
financing, enabling suburban parishes to share in urban
ministry. FacuLty

To Review Educational Materials
WHEREAS, Educational materials can be a powerful factor
in the formation of self-images, especially among children
and young people; and
WHEREAS, Educational materials have as one of their goals
the influencing of attitudinal responses; therefore be it
Resolved, That the Commission on Mission and Ministry
in the Church, involving persons from a diversity of per-
spectives, roles and relationships in the church, shall re-
view all educational materials now in use at all age levels
to assess their usefulness in creating whole images of Chris-
tian personhood; and be it finally
Resolved, That the Commission on Mission and Ministry
in the Church bring recommendations to such agencies
within the Synod concerned with preparing educational
materials as to how they might help build adequate images
of full Christian womanhood and manhood.
COMMISSION ON MISSION AND MINISTRY IN THE CHURCH

To Separate First Communion
and Confirmation
WuHereEAS, The three major Lutheran bodies have given
serious study to the question of the appropriate age for first
Communion and the separation of first Communion and con-
firmation; and
WHEREAS, Our synodical Board for Parish Education be-
fore the 1971 convention recommended the separation of con-
firmation and first Communion and the granting of first
Communion at approximately the 5th-grade level, after care-
ful instruction and commitment on the part of the child; and
Whereas, Our Synod cannot legislate congregational prac-
tice in areas on which the Scriptures have not spoken but
can exert a great and beneficial influence toward God-pleas-
ing uniformity in practice; therefore be it
Resolved, That The Lutheran Church — Missouri Synod
urge all congregations in the Synod to separate first Com-
munion and confirmation, and to receive the children at
Communion at approximately grade 5 after careful instruc-
tion in the meaning and blessing of the Sacrament and com-
mitment on the part of the child.

To Issue Course of Study on Each Book
of the Bible
Wuereas. The Synod does not publish and catalog a basic
study course on all the books of the Bible; and
WHEREAS, Many of our people want and need more in-
depth study of the various books of the Bible; and
Wuereas, The Lord has commanded “Search the Scrip-
tures for in them ve think ye have eternal life... .” (John
5:39): therefore be it
Resolved, That the Synod catalog and make available a
fundamental course of study on every book of the Bible
and make them available on a continuing basis.

To Emphasize High Schools
Wuereas. The Lord of the church has blessed the Mis-
souri Synod with a strong commitment to Christian educa-
tion at the secondary level: and
Whereas, Lutherans in the greater Milwaukee, Wis., area
have been blessed with the educational efforts of the two
schools of the Lutheran High School Association of Greater
Milwaukee: Martin Luther High School and Milwaukee Lu-
theran High School, so that mission congregations of the
area can enjoy the benefits of obtaining a Christian educa-
tion at a secondary level: therefore be it
Resolved. That the Board of Parish Education and its staff
be thanked for their direction and encouragement given to
Lutheran Secondary Education: and be it further
Resolved, That congregations throughout our beloved
Synod be encouraged to establish Lutheran High Schools
where feasible, so that they may share with us the benefits
of Lutheran secondary education.
