9. Negermiſſion in nördlichen Städten. Hundert⸗
April
1926 wieder zu folgendem Satz bekannt: “Our rule should be not
to conduct missions in isolated places where supervision is difficult,
but to concentrate our efforts on the fields now being worked by us.
However, if there are compelling reasons for making an exception,
the exception should be made.” Bittgeſuche von Brüdern in Buffalo,
Milwaukee, Kanſas City uſw. ſind daher an die dortigen Paſtoral⸗
konferenzen verwieſen worden.

approved budget are to be at the disposal of the boards
and commissions concerned for the purpose or
purposes that are named in their budget requests and are payable in the prescribed
manner during the fiscal year in question, with the
proviso that for the Building Fund and the Church Extension Fund only such monies
are paid out as have actually come in.

"The members of the various boards of the Synod shall not solicit any
monies from congregations and societies apart from and in addition to the
sums granted to them in the budget, unless the
Board of Directors has authorized them to do so. It is understood
that when special gifts for special purposes not included in the budget
are offered, such gifts shall serve for the exclusive
use for such special purposes." — The
Synodical Conference (*Synodalkonferenz*) is asked to move the other synods to take a similar
step with regard to the Negro Mission.

9. Negro Mission in Northern Cities. Hundreds of
thousands of Negroes have in recent years moved from the southern plantations
to northern cities in which we have white Lutheran
congregations, and now lie, as it were, before their door as poor
Lazaruses. Our congregations will surely do more than the rich
man who left the beggar the crumbs that fell from his table.
The command of their LORD and Saviour Jesus Christ must move them
to do mission work among them. This duty lies nearest to them. The Mission Board comes only in second place. The
Board in its plenary session on 21 and 22 April
1926 again subscribed to the following sentence: "Our rule should be not
to conduct missions in isolated places where supervision is difficult,
but to concentrate our efforts on the fields now being worked by us.
However, if there are compelling reasons for making an exception,
the exception should be made." [Printed in English.] Petitions of brethren in Buffalo,
Milwaukee, Kansas City, etc. have therefore been referred to the pastoral
conferences there.

10. Needs of the Negro Mission. For the operation of the
mission about $175,000 is needed in the current fiscal year. One
fifth of this sum is raised by the Wisconsin Synod, the Missouri
Synod about four fifths. The following buildings are needed at present or
will be needed in the next biennium:

Residence hall at the College in Greensboro. . . . . . . . $50,000
Administration building in Greensboro. . . . . . . . . . 50,000
Alterations at Greensboro College. . . . . . . . . . . . 8,000
Addition to the Alabama Luther College. . . . . . . . . . 6,000
Six teachers' residences in Alabama. . . . . . . . . . . 3,600
