40 Proceedings of the twenty-seventh convention

training schools, at synodical conventions and conferences, to awaken the necessary interest. We therefore recommend that the Rev. *Synodalkonferenz* [Synodical Conference] appoint Pastor Bakke as general representative (Publicity Secretary).

The following regulation for this office is herewith recommended:

1. The duties of the general representative shall be:

a. by lectures at the preachers' and teachers' seminaries of the synods of the Synodical Conference, to seek to awaken interest in this mission among the students, so as to win workers for it (this is not to release the Commission from its duty of also representing the mission on its part);

b. by reports and lectures and the distribution of the mission papers at synods, conferences and in congregations and societies, to work for the Negro Mission;

c. to report quarterly to the Commission on his activity and successes and on his travel expenses.

2. The Commission for the Negro Mission shall be authorized to pay him the necessary salary for his services and to fix and pay the travel expenses.

Regarding new buildings we recommend most urgently:

1. that the $30,000 requested be granted for a dormitory in Greensboro, and that the building be begun as soon as two thirds of the building sum are on hand, either through contributions or interest-free loans;

2. that the Commission be encouraged to erect a professors' residence in Greensboro as soon as this is necessary;

3. that the sums requested for Napoleonville, La., Albemarle, N. C., and Plaquemine, La., be granted and the buildings concerned be begun as soon as possible;

4. that the petition which Missionary Bakke presented regarding the chapels at Ingomar and Taits Place, Ala., also be considered, and that chapels — even modest ones — be erected there as soon as possible;

5. that the petition of the Alabama Lutheran Conference for a high school normal in that territory be considered and that it be established as soon as possible.

We further recommend:

1. that the mission posts at Winston-Salem, N. C., and Atlanta, Ga., be visited as soon as possible by the mission director and the necessary steps be taken there;

2. that the subscription to our two mission papers, the "Missionstaube" and the Lutheran Pioneer, be fixed at 50 cents;

3. that the so-called Million Dollar Fund be converted into an Endowment Fund for our mission institutions, and that this fund also
