was recommended by a local site committee and approved by
the Higher Education Committee of LC—C: and
WHEREAS, Funds from the Forward in Remembrance appeal
have been set aside for a seminary in western Canada: and
WHEREAS, The Board of Directors of the Synod was author-
ized to allocate additional funds for seminary training in
Canada: therefore be it
Resolved, That the Board for Professional Education
Services of the Synod, in conjunction with the Higher Educa-
tion Committee of LC—C, be urged to implement the completed

To Deal with Seminary Training in Canada
WHEREAS, Lutheran Church—Canada needs future pastors
and church leaders who will keep the church strong in Christ
and firmly anchored in His Word: and
WHEREAS. The whole future of LC—C is inseparably
connected with a just. equitable, and representative solution to
the challenge of providing the best possible seminary training
for these servants: and
WHEREAS, In response to the resolutions passed by the
Synod in its last convention (July, 1981), LC—C made a
decision (Winnipeg, Nov. 1981) regarding seminary trainingin
Canada which was not truly representative of the desires of the
Canadian constituents, in that both the Alberta—British
Columbia and the Manitoba and Saskatchewan Districts in
their conventions last spring passed resolutions opposing the
Winnipeg decision; and
WHEREAS, Serious questions arise regarding the necessity of
establishing two costly, separate, fully-equipped seminaries
for the Canadian constituents of the LCMS, inasmuch as this
represents a ratio of one seminary per 30,000 communicant
members in Canada, compared to the ratio of one seminary per
1,000,000 communicant members in the United States: and
WHEREAS, Many members of the ELCC and the LCA—
Canada Section would welcome the positive, Christ-centered
theological contributions which Missouri could make in a
parallel seminary which would share the campus with Luther-
an Theological Seminary, Saskatoon; therefore be it
Resolved. That at this time The Lutheran Church—Missouri
Synod consider the eastern and western seminaries as tempo-
rary settings and resist the temptation to expend largesums of
money on brick and mortar; and be it further
Resolved, That before any funds are committed the Synod
be informed as to what the capital costs and program ex pendi-
tures will be for any Canadian seminary training program:
and be it further
Resolved, That additional study be given to the proposal of
the former Board for Higher Education that a centrally located
seminary be established in the Winnipeg area to serve both
eastern and western Canada; and be it finally
Resolved, That in the meantime, the needs of the church in
western Canada be met by the establishment of a seminary
training program in Saskatoon in accordance with the
“Concordia House Project Design,” which, while providing for
the shared use of facilities, classrooms, and library, would still
be governed by our own board, provide our own faculty, direct
PROFESSIONAL EDUCATION
the affairs of our students. and provide a strong Missouri
stance on all issues considered important by a conservative
church body such as our own.

opt for two seminaries in Canada—one in St. Catharines in the

To Change Canadian Seminary Plans
WHEREAS, At the request of The Lutheran Church—Missouri
Synod 1981 convention (Resolution 6-02A) the Lutheran
Church—Canada at its convention in November 1981 opted to
keep the seminary at St. Catherines, Ontario, and establish a
seminary at Edmonton, Alberta; and
WHEREAS, The present Constitution of Lutheran Church—
Canada does not allow for a democratic election of its delegates
and consequently does not clearly reflect the wishes of our
churches in Canada, as was exemplified by the fact that both
Districts in western Canada at their 1982 conventions
requested the Board for Professional Educational Services that
a seminary not be established in Edmonton; and
WHEREAS, The membership of the Lutheran Church—
Canada cannot possibly support the financial needs of two
seminaries; and
WHEREAS, The church in Canada needs to continue to
supply pastors until the seminary question in Canada can be
settled satisfactorily; therefore be it
Resolved, That The Lutheran Church—Missouri Synod in
its 1983 convention lay aside the Lutheran Church—Canada
decision for two seminaries and assist the Lutheran Church—
Canada in establishing one new seminary in Canada in a
geographically central location; and be it futher
Resolved, to permit the seminary in St. Catherines to
continue to educate pastors in eastern Canada until the new
seminary is established; and be it finally
Resolved, That Concordia House Design be instituted in
