Authorities
a. The principal staff person for each board or
commission shall be appointed by the respective
group with the approval of the President.
b. Other appointed executives shall] be appointed

a Solemn Appointment shall be filled from a list of
candidates gathered by the Personnel Director from
all appropriate sources. A request for nominations
shall be printed in the Reporter. Background infor-
mation shal] be obtained on each nominee. If the open
position is that of the principal staff person, the
President of the Synod shall select from the list at
least three candidates whom he will propose to the
respective board or commission. Upon request he
may submit additional names. The respective board
or commission or its designated members and the
President shall interview in person each of the candi-
dates and agree on the selection prior to extending an
appointment. For other appointed positions with the
same requirements concerning membership and
Solemn Appointment, the principal staff person,
together with the President or his designated repre-

candidates whom they will interview in person and
recommend to the respective board or commission,
who, at its discretion, may also interview the candi-

that under Art. XI of the Constitution “The President has the
supervision regarding the doctrine and administration of all
such as are emploved by the Synod.” added Bylaw 2.101 h.
which states in part that “The President shall ultimately be
responsible for the day-to-day supervision of the synodical
staff.” It is only proper that this role be assigned to the
President. The President is a full-time officer, while boards and
commissions are in session only four totwelve days a vear. The
President's office is also the focal point for coordinating the
operations of the Synod.
In view of the President's responsibilities and the close
working relationships required between the principal staff
persons and the President’s office. it is essential that the
President have a key role in the selection, performance review,
and termination of such staff. Since staff is appointed by the
respective board or commission and is also responsible to it, it
is equally important that the board or commission be involved
in the selection process. The person selected must be acceptable
to and compatible with both. Also important is the role of the
board's principal staff person in the appointment of additional
staff persons.
It is essential that checks and balances be maintained. The
commission is confident that this can be achieved through the
revised Bylaw 2.801 which it is proposing.
Finally, the commission proposes amendments to Bylaw
2.803 on “Tenure and Termination” to differentiate between
clergy and teacher members who are to be called, lay members
of synodical congregations who are appointed, and still other
persons who are contracted or hired.
