STRUCTURE AND CONSTITUTION 215

congregation to any “called professional who has signed the
Constitution of the Synod,” it should be added that the
committee, for theological reasons relating to the doctrine of
the office of the ministry, strongly recommends that one vote of
the congregation be limited to the pastor.

The committee does not favor granting vacant congrega-
tions two votes, although the Synod may wish to consider as an
exception those cases in which the vacancy pastor is chosen
from the communicant membership of the congregation.

The committee believes that granting more than two votes
to multiple parishes creates more inequities than it resolves,
and the committee does not favor granting the pastoral vote to
lay ministers serving congregations without a pastor since
such an arrangement would place lay ministers in two cate-
gories and thus create confusion.

The committee has approached its work prayerfully, mind-
ful that these and similar issues have been discussed for many
years. May the Lord grant a decision in the best interest of our
beloved church body and its work of bringing the Gospel of our
Savior to all the world.
