history of our church body, sent one Black person into many
chaplaincies, such as jail and prison ministry or other institu-
tions of our land. There has never been a Black LCMS pastorin
college and university ministry. There is no Black chaplain
today in hospital ministry. These and many other break-
throughs have waited for more than 100 years to occur, when
they are so easily done if there is first the will to do so.

ministry. All over the South vast numbers of Blacks still live in
the small towns and rural areas. We shall not forsake our
ministries in rural Alabama, North Carolina, Virginia, and
Louisiana. Our plan is to utilize elements of the electronic
church to establish Bible classes. Sunday schools, and ulti-

mately Word and Sacrament ministries. A pilot project is
planned for rural Alabama beginning this year.
Strategic long-range planning for Black Urban Ministry is
at least 40 years past due. The Nebraska District, thorugh its
project in the Omaha-Council Bluffs metropolitan area, will be
making an effort at doing such long-range planning for Black
ministry.
Much has been done in Black ministry in the Synod in
recent years. The pace is getting faster, and much more is being
done today; but much more remains to be done through the
years if we are to begin to match the resources with the
challenges and profound opportunities which God continues to
reveal and provide.
