Report and Recommendations of Committee 5

I. We wish to call attention to the following major changes in the
Constitution and Bylaws of the Synodical Conference:
1. The name of the Evangelical Lutheran Synodical Conference
of North America has been changed to the “Lutheran Syn-
odical Conference.” (Article I, p. 63 [Reports and Memorials])

2. Any dissent by a constituent synod to an amendment to the
constitution adopted by the Synodical Conference must be
filed with the President of the Synodical Conference within
one year after its adoption (Article IX, Sec. 5, p.65). The
former provision was: “after such synod’s next convention.”

3. New mode of representation: each synod is entitled to a basic
four delegates plus two for each of its districts (Bylaws, I, 2,
p.66). The present mode entitles each synod to a basic four
delegates plus two additional delegates for every 8,000 com-
municants or fraction in excess of the first 8,000.

4. Representation on the Board of Trustees: each synod shall
be entitled to one member and an additional representative
for every 250,000 communicants or major fraction thereof.
(Bylaws, II, 6, p. 67)

5. The Board of Trustees is to establish the budget after having
submitted its budget estimate to each constituent synod for
its approval. (Bylaws, III, 1, p. 68)

6. A vacancy in the office of Vice-President shall be filled by
the majority vote of the remaining Vice-Presidents from
a list submitted by the President of the synod in which the
vacancy occurs (Bylaws, IV, 2, p. 69). The former provision
empowered the remaining officers to fill such position without
nominations from the synod involved.
