REPORT OF COMMITTEE 4B
Resolution 1
Wuereas, The Missionary Board of the Synodical Conference 4
has received certain overtures from the Alabama Conference of 7
the American Lutheran Church relative to the transfer of the five
mission stations from the American Lutheran Church to the Syn-. 2
odical Conference; and
Wuereas, These proposals of the Alabama Lutheran Confer-
ence of the American Lutheran Church are still very vague;
therefore be it
Resolved, That we advise cautious procedure in the negotia~ 3
tions with these groups. 4
Should the Missionary Board of the Synodical Conference after
a thorough study of these proposals find such transfers feasible,
we would suggest:
1) That under no circumstances shall the Synodical Confer-
ence Missionary Board commit itself to any covenant clauses which
would not convey merchantable title to the properties in question.
2) Should any pastors of the Alabama Lutheran Conference
of the American Lutheran Church be willing to continue their
work in the Negro mission field under auspices of the Synodical
Conference, that they be received by colloquy through one of the
Synods of the Synodical Conference.
3) Should negotiations be fruitful, we suggest that the Synod-
ical Conference Missionary Board be empowered to liquidate the
Church Extension Fund loans which these five congregations have
received from the American Lutheran Church, up to an amount
mutually satisfactory to all concerned.
Resolution 2
We commend the Synodical Conference Home Mission Board
for establishing two regional committees in the mission fields of
the Deep South for better supervision of the mission work, par-
ticularly in the states of Alabama and Louisiana.
Resolution 3
We also commend the Synodical Conference Missionary Board
for adopting the policy of reducing mission subsidies in less pro-
ductive fields for the purpose of strengthening mission work in
more productive fields, particularly in urban areas.
