HIGHER EDUCATION 269
6.127 Reappointment
The president shall be subject to reappointment
every four years by action of the Board of Electors of
the institution. Ordinarily presidents shall be limited
to four terms of four years each in the presidency.
Exceptions, however, can be made with additional
two-year terms, beyond 16 years, up to and including
the year of retirement.
6.129 Reappointment Evaluation
The president and Board of Control shall develop
mutually agreed upon institutional goals and priori-
ties which give specific direction to the president. The
Board of Control and the president will evaluate
presidential effectiveness based on these goals and
priorities. This evaluation will be completed no less
than nine months prior to the end of each term of
office and will serve as the basis for reappointment.
6.131 Tenure
The president may be granted permanent tenure
to the faculty of the institution at the time of his
appointment to the presidency, or any time during his
period of service as president.

To Provide an Exception
in Tenure Requirements
WHEREAS, Synodical Bylaw 6.54 a 1 requires completion of
five years of creditable service as a member of the faculty of one
or more educational institutions of the Synod as a prerequisite
to the granting of tenure; and
WHEREAS, The said Bylaw does not make allowance for
those unusual situations where gifted, well-qualified, and truly
orthodox individuals, at considerable personal sacrifice, leave
secular teaching positions or pastorates to serve the Synod at
its educational institutions of higher learning; and
WHEREAS, It may serve the interests of the Synod to provide
for exceptions to the said five-year requirement; therefore be it
Resolved, That Bylaw 6.54 a1 be amended to read:
1. The faculty member shall have completed 5
years of creditable service (periods of leave are not
included) as a member of the faculty of one or more
educational institutions of the Synod at collegiate or
seminary level, at least the last 2 years of which shall
have been in the institution he is currently serving.
However, the said 5-year requirement may be waived
in exceptional cases if the unanimous consent of the
electors is given.

To Revise Tenure Requirements
WHEREAS, The Synod in convention in 1979 amended Bylaw
6.54, Permanent Tenure; and
WHEREAS, The changed wording now requires five years of
creditable service at a synodical educational institution, a
requirement not found in prior wording; and
WHEREAS, The rationale for Bylaw change indicates that
the reason for the change was to allow Boards of Control to
delay decisions on tenure or dismissal beyond five years
service in order to maintain a balance between tenured and
nontenured faculty and to allow for retention of qualified
instructors without the granting of tenure; and
WHEREAS, As the changed Bylaw requirement has caused
difficulty for Boards of Control who may wish to grant highly
qualified instructors tenure prior to the completion of five years
service; and
WHEREAS, The phrase “‘collegiate or seminary level” has
been interpreted by some to mean that service at the high
school level at a synodical school does not qualify for credit
toward five years of service; therefore be it
Resolved, That The Lutheran Chruch—Missouri Synod
adopt the following amendment to Bylaw 6.54, a, 1 (Handbook,
p. 141.)
PRESENT WORDING
a. Standards or qualifications for granting tenure
shall be:
1. The faculty member shall have completed 5
years of creditable service (periods of leave are not
included) as a member of the faculty of one or more
educational institution of the Synod at collegiate or
seminary level, at least the last 2 years of which shall
have been in the institution he is currently serving.
PROPOSED WORDING
a. Standards or qualifications for granting tenure
shall be:
1. The faculty member shall ordinarily have com-
pleted five years of creditable service (periods of leave
are not included) as a member of the faculty of one or
more educational institutions of the Synod, at least
the last two years of which shall have been in the
institution he is currently serving.

To Restudy the Matter of Faculty Tenure
WHEREAS, The United States government has passed legis-
lation forbidding job discrimination because of age; and
WHEREAS, College professors are protected by this legisla-
tion with respect to the preservation of tenure, effective in the
year 1982; and
WHEREAS, The Lutheran Church historically has conformed
to the laws of the land unless such conformity involved a
principle of doctrine or conscience; and
WHEREAS, The Synod might find itself involved in litigation
if it maintains the present policy; therefore be it
Resolved, That the Synod reexamine its policy with respect
to the termination of faculty tenure (Bylaw 6.82, sections e, f,
and g) to bring the policy into conformity with federal
legislation.

To Study Feasibility
of a Four-Year College in the Southeast
WHEREAS, Trained church workers are a crucial element in
God's strategy of bringing the Gospel and a new life in Christ
to people in the Southeast; and
WHEREAS, The need for trained church workers includes not
only spiritual gifts from the North but also black and white
persons who are born and raised in the Southeast; and
WHEREAS, A high percentage of persons in the Southeast are
unchurched; and
WHEREAS, A large number of persons are moving from the
North to the Southeast, including active and inactive Luther-
ans and unchurched persons; and
