theological training:
and

up to work on a “Project Design” with this concept in mind; and

which we can proceed; therefore be it
_ Resolved, That the appended ‘Project Design” be approved
in principle; and be it further
Resolved, That the Board for Higher Education be in-
structed to make the necessary arrangements to implement the

To Phase Out a Separate Seminary
at St. Catharines, Ont.
WHEREAS, Only 3 percent of the communicant members of
the Synod’s North American Districts reside in the three
Canadian Districts of the Synod; and
WHEREAS, Operating a separate seminary in Canada is the
equivalent of the U.S. Districts of the Synod attempting to
operate 31 separate seminaries in the United States; and
WHEREAS, The seminary at St. Catharines from its inception
was never designed to serve the interests of our church in all of
Canada but was shaped by the Ontario District alone, without
formal consultation with any congregations or church leaders
in the four western provinces of Canada; and
WHEREAS, Further investment at St. Catharines will lock
the Canadian Districts into an expensive and wasteful plan
which squanders the resources of the members of the Synod in
Canada and hinders our participation in world missions and
home missions because of its large financial costs; and
WHEREAS, Far superior alternatives to operating a separate
seminary in Canada are available, such as the popular project
design for a “new, permanent, independent and parallel
seminary at Saskatoon”; and
WHEREAS, This project design provides that our own
professors will give Scripturally correct and doctrinally sound
training to our own ministerial students while also allowing
these professors the opportunity to share this excellent teach-
ing with ministerial students of our sister synods who desire to
take their classes; and
WHEREAS, Inter-Lutheran seminaries function well in other
Commonwealth countries such as Australia, and are able to
operate without financial support from the Synod; and
WHEREAS, A similar inter-Lutheran plan for seminary
training in Canada is proportionate to our needs and makes
the best use of our resources, assuring continued participation
in world missions and home mission development, without
draining off financial resources of the Synod at large; therefore
be it
Resolved, That the Synod in convention give its guidance
concerning the future direction of seminary training in Canada
by declining the plan to operate a separate seminary at St.
Catharines; and be it further
Resolved, That the Synod urge the Canadian Districts to
formulate a suitable plan for seminary training in Canada,
within the limits of indigenous support; and be it finally
Resolved, That the Synod make temporary provision for
continuation of seminary training in both eastern and western
Canada until a unified plan for seminary training for all of
Canada is agreed upon by the Canadian Districts.
