To Discontinue
Separate Deaconess Program
WHEREAS, The Lutheran Deaconess Association (LDA) has
served the LCMS well in preparing deaconesses for service in
the church for more than 60 years; and
WHEREAS, The new deaconess program established by the
LCMS divides loyalties, adds to costs, and reduces efficiency of
training; therefore be it
Resolved, That the LCMS discontinue its separate dea-
coness program and give complete support to the Lutheran
Deaconess Association for the training of deaconesses within
the LCMS.

with Partner Churches
WHEREAS, The 1979 LCMS convention encouraged our
partner churches in Africa and Europe (Res. 1-03A), Asia (Res.
1-04A), and Latin America (Res. 1-05A) to increase their
memberships; and
WHEREAS, These resolutions remind us that The Lutheran
Church—Missouri Synod and its partner churches/missions
“have committed themselves to mutually assist one another in
winning people to Christ”; and
WHEREAS, The 1979 LCMS convention also resolved to
“adopt the mission challenge of the 1980s to assist partner
churches/ mission fields in developing and implementing com-
prehensive plans for outreach to people in their immediate
areas,” and also resolved, ‘‘That we pledge our resources and
commit ourselves to such assistance for the joint extension of
Christ’s kingdom; .. . sharing each other’s expertise”’ (Res.
1-06A); and
WHEREAS, Our seminaries and the seminaries of our partner
churches can be strengthened and benefited through faculty
exchange and a visiting professor program in their task of
preparing missionaries and parish pastors in the 1980s; there-
fore be it
Resolved, That the Synod direct the Board for Higher
Education to permit our seminaries to increase their faculties
so that a program of faculty exchange and visiting professors
with seminaries of partner churches can be implemented; and
be it further
Resolved, That the Synod direct the Board of Directors and
the Board for Higher Education to provide the necessary funds
for additional faculty members; and be it further
Resolved, That this program be carried out in consultation
with the Board for Missions; and be it finally
Resolved, That the Synod ask the Lord of the church to bless
this effort, so that our seminaries and the seminaries of our
partner churches view each other as true partners in the global
evangelistic task of our church in the 1980s.

To Provide for Review of College
and Seminary Administrators
WHEREAS, The Bylaws of the Synod provide that the terms
of office of all executive secretaries, associate, and assistant
secretaries and their equivalents shall be four years, unless
otherwise specifically provided by the Bylaws (Bylaw 2.12 a),
at the end of which time their appointment shall be subject to
mandatory review; and

is of equal importance to the program of the Synod; therefore be
it
Resolved, That the appointment of every administratorata
college or seminary of the Synod be subject to mandatory
review and decision on reappointment by the Board of Control
at least every four years; and be it further

istrative position have no effect on the individual’s status as a
member of the particular college or seminary faculty; and be it
further
Resolved, That in the case of the president of the institution
the mandatory review be conducted by the Board of Control
augmented by the electors of the college or seminary, the final
decision being based on a vote of the electors of the institution
as specified in Bylaw 6.115; and be it finally
Resolved, That prior to reaching a decision the augmented
Board of Control consult with and receive recommendations
from a committee selected by the faculty, such committee to be
structured and to function in a way similar to the faculty

To Establish Term of Office of College
and Seminary Presidents
WHEREAS, The need of educational institutions for specific
kinds of presidential leadership varies from time to time; and
WHEREAS, In the history of each college and seminary there
has been a period during which higher priority is placed on the
effective use of certain presidential abilities; and
WHEREAS, There is a definite advantage to matching the
needs of the institution with the stronger qualities and com-
petencies of the president and this can be best accomplished
through a mutual development of institutional direction by
Board of Control and president; and
WHEREAS, The permanent tenure, currently a condition of
service as a college or seminary president, tends to foster
difficulties for those presidents who wish to change ministries;
therefore be it
Resolved, That the Synod in convention add the following
paragraphs to the appropriate section of the Handbook:
6.125 Term of Office
The president of each seminary and college shall serve a
four-year term of office beginning with July 1 following
acceptance of the appointment as president.
