To Equalize Convention Expenses
WHEREAS, The Synod, at its 52nd Regular Convention
(Dallas, 1977) adopted Res. 4-10-1, “To Hold Synodical Conven-
tions in St. Louis”; and
WHEREAS, This resolution stipulated that “future conven-
tions be conducted in St. Louis, effective with the 1981 conven-
tion”; and
WHEREAS, There has been no effective action, as yet, on this
resolution, which states,
Resolved, That the convention manager be instructed to prepare a
system to equalize convention travel costs on a District-by-District
basis;
and
WHEREAS, As a consequence, the Commission on Constitu-
tional Matters has been unable to bring about the adjustment
of the wording of the Bylaws of the Synod to properly effect the
purpose of this resolution; and
WHEREAS, Travel costs have been steadily and phenomen-
ally increasing, thereby placing an undue burden on those
Districts located farthest from St. Louis, while Districts much
nearer St. Louis have a considerably lighter burden; and
WHEREAS, a system to equalize convention travel costs ona
District-by-District basis would be the fair thing to do in these
times of rapid inflation, and is long overdue, having been
mandated by the Synod two conventions ago; therefore be it
Resolved, That the implementation of 1977 Res. 4-10-1 be
delayed no further; and be it further
Resolved, That the Synod in session reaffirm its desire to
carry out this resolution; and be it finally
Resolved, That the President of Synod appoint a committee
of three to establish the procedures and work out the details for
the implementation of 1977 Res. 4-10-1, in time to be applied to
the next convention of the Synod.

To Make Seminary Courses Available
to Synodical Staff Personnel
WHEREAS, The Lutheran Church—Missouri Synod was
organized and presently still exists to present a unified doc-
trinal witness to the world as it goes about its task of exhibiting
the unity given to the church in terms of “‘concordia”’; and
WHEREAS. Recent years have been marked by rather serious
divergences between what is taught at the seminaries and the
theological content of the materials prepared by the staffs and
boards of various programmatic activities; and
WHEREAS. Such differences tend to create doctrinal confu-
sion, thereby subverting the major purpose for which Synod
exists; therefore be it
Resolved, That the course offerings of both synodical
seminaries be made available to the staff members and
especially to the executive secretaries of these boards; and be it
further
Resolved, That both staff members and executive secre-
taries be strongly encouraged to refresh their theological
knowledge and doctrinal outlook by attending proper courses
in both exegetical and systematic theology on a part-time basis
for the first three years of their appointment and activity; and,
be it finally
Resolved, That the educational costs involved in this
educational program be borne by Synod in terms of specific
allocations to the budgets of the boards concerned.

to Support Valparaiso University
WHEREAS, Valparaiso University is not a synodical school;
and
WHEREAS, The theology being taught at Valparaiso Uni-
versity is in opposition to both Holy Scriptures and the
orthodox theology of The Lutheran Church—Missouri Synod;
and
WHEREAS, It was necessary for our synodical deaconess
program to be moved from Valparaiso University, on account
of the anti-Scriptural theology taught at that university, to an
orthodox LCMS college; and
WHEREAS, There are many fine orthodox synodical colleges
that are worthy of our prayers and support; therefore be it
Resolved, That the LCMS decline to support Valparaiso
University by promoting a “‘Valpo Sunday”; and be it further
Resolved, That the pastors, teachers, congregations, Dis-
tricts, synodical publications, and auxiliaries of the Synod
decline to support Valparaiso University; and be it further
Resolved, That all members of the LCMS support the
orthodox colleges and seminaries of our Synod; and be it finally
Resolved, That we thank God for the gift of orthodox
colleges and seminaries which He has so graciously granted
our Lutheran Church—Missouri Synod.

Dr. J. A. O. Preus
WHEREAS, The Lutheran Church—Missouri Synod has for
the past 12 years enjoyed the capable service of Dr. J. A. O.
Preus as its President; and
WHEREAS, Dr. Presus has attempted in an evangelical
manner to provide positive leadership to our Synod and to
