B. CONVENTIONS
3.21 Voting Delegates
Each member congregation shall be entitled to

be elected in case the pastoral office is vacant. In dual
and multiple parishes each congregation with at
least 100 communicant members shall be entitled to
elect a voting delegate in addition to the called pastor,
provided, however, that each multiple parish shall be
entitled to at least two votes and to no more than three
votes; the District Board of Directors shall make any
necessary determinations and designations.
3.23 Accrediting of Delegates

accredited and entitled to vote upon presenting to the
Secretary at the opening of the convention the proper
credentials provided by the District Secretary and
signed by two of the congregation’s officers.
