Overtures 12-01, 12-02A—D, 12-03A—D (CW, p. 425)

Wuereas, The Bylaws of The Lutheran Church—
Missouri Synod carefully and clearly define the qualifica-
tions required to serve as a delegate to a convention of
the Synod (Bylaws 1.51 to 1.65, Synodical Conventions,
Handbook, pp. 33—37); and

WuereEas, Those qualifications already preclude the
seating of any pastor not on the official synodical roster;
and

WHEREAS, The Commission on Constitutional Matters
(CCM) has ruled: “The question of membership in ELIM
has not been decided by the Synod, and at the present
time delegates who hold membership in ELIM are eligi-
ble to be seated at this convention”; therefore be it

Resulved, That we respectfully decline the above men-
ticted uvertures.

Action: Adopted (1).

To Partially Delete

RESOLUTION 12-03
Bylaw 1.59 (Handbook, p. 36)

Wuereas, New electivi: p.vvedures (Handbook, 1.53,
pp. 34—35) render the sentence, “In addition, etc.”

Resolved, To delete the sentence, “In addition, every
lay delegate shall present credentials supplied by the
synodical Secretary and signed by the pastor and two
officers of the congregation.” (Handbook, 1.59, p. 36). See
Res. 5-22.

Action: The Committee substituted Res. 5-22, which
was adopted (1).
