Wuereas, The official transactions of any synodical
board or commission ought to become available for his-
torical examination at some designated point; and

Wuereas, Even records and resources of extremely
sensitive and delicate cases ultimately do become availa-
ble for research; and

Wuereas, It would be highly desirable that the offi-
cial records as stated in Bylaw 5.31 k also be made
available under certain circumstances after the lapse of
a long period of time; therefore be it

Resolved, That Bylaw 5.31 k be amended to read:

PRESENT WORDING

Report 9-02 (CW, p. 408)

Wuereas, Bylaw 11.25 e provides for deposit of two
copies of the Proceedings of the synodical convention and
of the Statistical Yearbook in the synodical archives; and

Wuereas, These provisions will not supply the neces-

To Eliminate the
Excuse Committee for
District Conventions

RESOLUTION 9-06
Overture 9-21 (CW, p. 413)

Wuereas, Bylaw 3.19 requires that all duly elected
and advisory members shall attend all sessions of the
District convention; and

Wuereas, Bylaw 3.19 further provides that all dele-
gates who arrive late or leave early or who do not attend
the convention provide a written excuse; and

WHEREAS, To carry out such a procedure at the Dis-
trict conventions, excuse committees in the larger Dis-
tricts expend unusual amounts of time attempting to
determine the accuracy of registrations; and

WHEREAS, It is almost an impossibility to tell whether
the delegate has truly come late or has left early; and

Wuereas, Often the reports of these committees are
incomplete and often prove to be quite embarrassing; and

Wuereas, Seldom if ever is the requirement of Bylaw
3.19, “Unexcused delegates shall be admonished by the
District President,” carried out with any success; there-
fore be it

Resolved, That the last two sentences of Article 3.19
of the Bylaws be deleted:
