90 RESOLUTIONS
the country seems to be moving away from a commit-
ment to racial integration, which would make the imple-
mentation of the 1956 resolution less effective; therefore
be it
Resolved, That the Synod direct the Board for Mis-
sions, in consultation with the Black Clergy Caucus of
The Lutheran Church—Missouri Synod, to appoint a
task force of lay persons and clergy with competent staff
personnel; and be it further
Resolved, That this task force evaluate the effective-
ness of the St. Paul resolution for today’s conditions; and
be it further
Resolved, That this task force explore other models of
ministry and mission outreach which would be more
effective, efficient, and adaptable in and to the black
community; and be it further
Resolved, That funds for this study be made available
by the Board of Directors; and be it finally
Resolved, That this task force serve during the next
biennium and report its progress to the Board for Mis-
sions and its recommendations to the 1977 synodical
convention.
Action: Adopted (14).
(The committee replaced its tentative Res. 2-09 with Res. 2-
O9A.)
To Decline Recommended Handbook
Changes Regarding Medical Missions
RESOLUTION 2-10A
(Replacing Res. 2-10)
Report 2-03 (CW, pp. 23-29)
Wuereas, The relationship between the Council for
Christian Medical Work, the Board for Missions and its
staff is not clearly defined in the proposed Handbook
changes; and
Wuereas, The staff of the Board for Missions is ina
state of reorganization and needs time for readjustment,
and
Wuereas, The recommended Handbook changes do
not clearly identify the role of medical missions in our
total mission program; and
Wuereas, God has blessed the work of the Council for
Christian Medical Work as an arm of the Board for
Missions in the past; therefore be it
Resolved, That pending further study by the Board for
Missions and other related groups, a decision regarding
the recommended Handbook changes concerning medical
missions be deferred until the 1977 synodical convention;
and be it finally
Resolved, That during the interim the Board for Mis-
sions continue a workable program of medical missions.
Action: Adopted (14).
(The committee replaced its tentative Res. 2-10 with Res. 2-
10A. The convention declined an amendment to change “a
workable” to “the present workable.” It was stated that the in-
tention was not that the present program could not be continued.)
To Decline Overture 2-31
“To Support ‘Partners in Mission’ ”
RESOLUTION 2-11A
(Replacing Res. 2-11)
Overture 2-31 (CW, p. 37)
Wuereas, We as a Synod recognize commendable
objectives in the program of Partners in Mission to
provide avenues for proclaiming the Word of our Lord
Jesus Christ; and
Wuereas, This could be done with preater effective-
ness by “walking together” as partners in the Gospel
within the framework of the mission program of The
Lutheran Church—Missouri Synod; therefore be it
Resolved, That we respectfully decline Overture 2-31
“To Support ‘Partners in Mission.’”
Action: This resolution died since it failed to receive
action before adjournment.
To Encourage Districts to
Develop Special Ministries
RESOLUTION 2-12
Overture 2-22 (CW, p. 35)
Whereas, Districts are developing special ministries;
and
Wuereas, The Synod’s Board for Missions has been
entrusted with the task of consulting with those working
in the areas of special ministries and campus ministries;
and
Wuereas, Degrees of variance and approaches to
these special areas of work will be provided in these
consultations; therefore be it
Resolved, That Districts be encouraged to continue
the development of special ministries under the guide-
lines of the Synod’s policies and procedures.
Action: This resolution died since it failed to receive
action before adjournment.
To Provide Assurance to
Congregations in Their
Support for Special Ministries
RESOLUTION 2-13
Overture 2-24 (CW, p. 35)
WHEREAS, Special ministries at home and abroad
often require innovative ideas to carry out their goals;
and
Wuereas, Our congregations, as they support these
special areas of the work of the church, need the assur-
ance that those who are engaged in special ministries are
working within the framework of the Synod’s doctrinal
position in their practice; therefore be it
Resolved, That those responsible for the supervision
of doctrine and practice consult with those in special
