RESOLUTIONS 91
ministries to give assurance to the church that concerns
over doctrine and practice are not ignored. °
Action: This resolution died since it failed to receive
action before adjournment.
To Report Mission Funds More Clearly
RESOLUTION 2-14
Overture 2-34 (CW, p. 38)
Wuereas, The whole church is Christ’s mission to
the whole world; and
WuereEAas, It is important for boards, Districts, con-
gregations, and individual Christians to be aware of how
mission funds are being administered, in which areas of
the world, and according to what needs and priorities;
and
Wuereas, Current practice in the Synod and the
Districts includes all synodical mission funds under one
general heading: “World Missions”; and
Wuereas, Such listing of mission activity and support
under the general heading “World Missions” is often
misleading and gives members a distorted and confused
idea of our overseas mission endeavors; and
Wuereas, Some Districts have heretofore refused to
allow member congregations to designate mission money
for general overseas use and to receive credit for same;
therefore be it
Resolved, That synodical agencies be requested to
clearly define and distinguish between money used in
North America and money used for overseas purposes;
and be it further
Resolved, That the Synod promote the education of
members regarding the actual number of missionaries at
home and overseas, as well as the needs, opportunities,
and growth or decline of mission field areas, and the
expenditure of funds to carry on the mission of Christ in
these places; and be it further
Resolved, That Districts be encouraged to gratefully
receive, channel, and give credit for all funds designated
for general missions overseas; and be it finally
Resolved, That the Synod report clearly and compre-
hensively, in the Statistical Yearbook and in other infor-
mational literature, the totals of both money and man-
power used overseas.
Action: This resolution died since it failed to receive
action before adjournment.
To Encourage Uniformity of Procedure
for Synodical and District Church
Extension Funds
RESOLUTION 2-15
Report 2-02, II, C (CW, p. 23)
Wuereas, Loan funds of both the Synod’s and the
Districts’ Church Extension Funds become involved in
District loans to congregations; and
Wuereas, Compatibility is important to protect the
integrity of all Church Extension Funds; and
Wuereas, Variances can create a concern for admin-
istration; therefore be it
Resolved, That the Synod’s Church Extension Board
be encouraged to take the initiative to cooperate with the
Districts to coordinate their endeavors to provide for a
more uniform procedure.
Action: Adopted (14).
To Encourage Church Extension Board
to Operate Uniformly Throughout the
Districts of the Synod
RESOLUTION 2-16
Report 2-02, Hl, G. (CW, p. 23)
Wuereas, The Church Extension Fund has basically
been related to the needs of newly established and subsi-
dized congregations, and the Synod’s Church Extension
Board has regularly granted loans to Districts to meet
these needs; therefore be it
Resolved, That the Synod’s Church Extension Board
establish and carry out its policies for granting loans
uniformly throughout all the Districts of the Synod.
Action: Adopted (14).
(An amendment to add to the resolved the words “with
specific emphasis on inner-city ministries” failed to carry.)
To Seek State Licensing
and/or Certification for
Church Extension Department
RESOLUTION 2-17
Report 2-02, III, B (CW, p. 23)
Wuereas, Certain states are requiring charitable and
not-for-profit agencies to become licensed and/or certified
by their Securities and Exchange Commissions; and
Wuereas, This ruling affects also the Synod’s and
Districts’ Church Extension Funds in their respective
areas; therefore be it
Resolved, That the Synod encourage both the Synod’s
and the Districts’ Church Extension Departments to
study the requirements and to seek proper licensing
and/or certification as required in the respective areas.
Action: Adopted (14).
To Urge Church Extension Board
to Generate Capital for Its
Service-Charge Loan Fund
RESOLUTION 2-18
Report 2-02, II, B (CW, p. 22)
Wuereas, The Church Extension Fund has provided
service-charge loans for ministries in the Synod and
Districts; and
Wuereas, Loan requests exceed the availability of
service-charge funds; and
