§ 8. Since the Präses [president] is permitted to have the church council
[*Vorſtand*] call a congregational meeting, then, if disagreements in the
mutual relationship between minister and congregation are brought to
him through proper channels, he is to apply every effort to bring about a
peaceful settlement of them.

§ 9. He is to inquire whether, and which, sects exist in the congregation's
vicinity and trouble it, and what is being done to counter them.

§ 10. Regarding the person of the pastor visited, the Präses is to discuss
with him, in a brotherly way, the necessary watchfulness over himself
and the manner of his continuing studies.

§ 11. As for the oversight of the school, he is chiefly to attend to the
following points:

a, according to what plan instruction is given at all;

b, in what manner, in particular, the catechism and biblical history are
taught;

c, how school attendance stands;

d, how school discipline is handled.

§ 12. He is advised that in all these official duties he should avoid every
appearance of legalistic authority, and instead strive as much as possible
to carry out his office in an evangelical manner.

§ 13. Finally, regarding the report that the Präses, per Chapter V,
Section 7, must submit to the synod concerning his visitation journeys, it
should further be noted that in this report everything is carefully to be
avoided that runs counter to the rules of brotherly love and Christian
order under Matthew 18:15–17; in particular the report must not refer
to any confidential communications that may have been made to the
Präses.

Second Week.

On the Sunday after Cantate, at the morning service, Pastor A. Wolter
preached on the Gospel pericope for the day: John 16:5–15. In the
afternoon, C. J. H. Fick preached on the Epistle, James 1:19–21. In the
evening most of the synod members gathered together, of one mind and
in brotherly fellowship, at Pastor A. Selle's residence.

IV. Proceedings of Monday, May 3.

On the Präses's advice, the synod resolved that henceforth members of a
congregation moving away from a parish are to be issued a certificate of
release [*Entlaſſungszeugniß*] regarding their confession and conduct by
the pastoral office.

The deliberation broken off at the close of the last session, concerning
Chapter V, Section 9, and Chapter VI, E, Section 5, b, regarding
churchly institutions, was now taken up again, and as a result a
committee was charged with drafting a letter in which the synod would
notify Pastor Löhe of Neudettelsau, Franconia, Professor Dr. Delitzsch
and Deacon Karsten of Rostock, Pastor Dr. Petri of Hanover, and
Professor Dr. Harless of Leipzig, of the dire need here of our church
regarding a learned theological institution for training Lutheran
ministers, and would ask them to inquire among those
