196 Proceedings of the Forty-Third Convention,

States must definitely be taken into (21) consideration, however,
as a platform upon which it bases its position in the (22) matters.
(Cf. third paragraph above, 11, 8—11.) These are the resolutions
(23) of 1951 and 1953 and President John Brenner’s letter to the
Houston Convention (24) —all duly conveyed to The Lutheran
Church — Missouri Synod. (Proceedings, [25] 1951, pp. 147, 148;
Proceedings, 1953, pp. 104, 105 and pp. 96, 97; [26] cf. also Reports
and Memorials, 42d Convention, St. Paul, 1952, pp. 78, 79.)

(27) Also to be considered is the report of the Synodical Con-
ference Committee (28) on Scouting. (Reports and Memorials,
St. Paul, 1952, pp. 74—76.)

(29) It does not lie, however, within the authority of the
Synodical Conference, (30) assembled in public forum or in any
of its committees, to commit the constituent (31) synods relative
to doctrine and practice. (Cf. Constitution, Article [32] V.)

B. Resolution:
Be It Resolved:

(1) That a complete file of the essays presented in the session
of the (2) Synodical Conference, 1954, with supporting pamphlets
and booklets (such as [8] the Fraternal Endeavors) with exact and
complete documentation of the references (4) made, be placed in
the hands of the Presidents of the respective constituent ( 5) synods
for study by the synods, by intersynodical committees, and for
(6) final settlement at the next regular sessions of the constituent
synods.

May the Holy Ghost grant us the power and the resolution to
preserve the Word and to adhere to its truth. In that alone lies
unity and union. (Signed) Watrer A. SCHUMANN

Chicago, Ill, November 18, 1954

Action by the convention: The convention adopted the follow-
ing resolution: “That we dispose of Professor W. Schumann’s state-
ment by printing it, in the form in which we have heard it, in
the Minutes and the Proceedings of this convention.

Overture of the Norwegian Synod of the
American Evangelical Lutheran Church

To the Evangelical Lutheran Synodical Conference
in convention assembled at Detroit, Mich., Aug. 10—13

Dear BRETHREN:

The Norwegian Synod of the American Evangelical Lutheran
Church submits the following overture for your consideration and
action in the hope that it will help to restore the unity which once
prevailed in the Synodical Conference. Our position on contro-
verted matters has been set forth more fully in a pamphlet entitled
“Our Relations with The Lutheran Church— Missouri Synod,”
which has been sent to all pastors of the Synodical Conference and
which is available to all delegates to the Convention.
