Lath. Synod of Missouri, Ohio, and Other States. 1929. 185
rials Advocating Separation of Building and
Extension Funds from the Budget and a New
Budget System.
(Memorials 606, 607, 608, 609.)

memorial of the Eastern Conference of the South Wisconsin
ct and another from the Northern Illinois Pastoral Conference
ted the separation of the Building Fund from the Budget
and a return to the old system of having a budget treasury

zt “-eurrent expenses and raising the money for building purposes by
= ta] collections. The Eastern District advocated the same plan,
gsking that also the Church Extension Fund be taken care of sepa-
rately. AD overture of St. Martin’s Church at Winfield, Kans., pro-
“a a new budget plan, the main features of which were that each
District report the sum which it will recognize as its quota for the
budgeted treasuries for the following year. Each synodical institu-

the Board of Directors, should prepare the budget, with the under-
standing that the Board of Directors should have the right to ad-
monish the Districts to increase their self-appointed quotas, with the
privilege of increasing the appropriations in case of urgent necessity.

Action.

Since all these matters were taken care of in the report of the
Committee on Appropriations, Committee 17 advocated “that at
present no changes be made in Synod’s budget system,” which recom-
mendation was adopted by Synod.

Wuereas, The condition of Synod’s finances in the past trien-
nium has been such that not only great systematic efforts are im-
perative in raising the funds necessary to do the work which the
Lord expects Synod to do, but also careful supervision and systematic
control of the disbursement of such funds; and

Wuereas, It is true that the same supervision and systematic
control ig not exercised over all boards dependent upon Synod’s
general funds, but that practically all boards, with the exception of
the board of control for our seminaries and colleges, can and do
disburse the funds of Synod particularly in paying salaries in-
dependently ; therefore the undersigned [officers of Immanuel Church,
Minneapolis, Minn.] herewith respectfully petition Synod to
