Ev. Luth. Synod of Missouri, Ohio, and Other States. 1929. 143
nges- We looked upon this as an emergency measure, hoping that
expe ngregations would become more and more accustomed to the
our ne dget plan, under which much more money has already been
unit: vod than ever before. Earnest efforts were made to keep down
eunning expenses, with the result that Synod was able to. close
sts last fiscal year without any new debts. ;
° its 9) In this connection much credit is due the Pay-Synod’s-Debt
Committee, which was initiated by St. Louis laymen, who were in-
ental in getting wealthy men of our Church to contribute larger
sums 0 help pay off Synod’s debt. Their object is to raise $750,000
for this purpose. .
3) The Board of Directors asked the President to appoint an
Appropriations Committee to consider all requests for appropriations
and things pertaining to the budget in advance of the synodical con-.
yention.. The findings of this committee will be at the disposal of
Synod. .
4) Pursuant to a resolution of Synod, the Board, after securing
temporary help in the Fiscal Office, appointed Rev. L. Meyer as Pub-
licity Director. We find this to be a most necessary and valuable
arrangement. The arduous duties of our capable and untiring Finan-
cial Secretary, Mr. Theo. Eckhart, are thus lightened to a certain ex-
tent, and he is given the opportunity to devote himself entirely to
the duties of his office.
5) Synod asked the Board to adopt regulations governing annu-
ities. The following rules were agreed upon: —
Annuity gifts to the Evangelical Lutheran Synod of Missouri,
Ohio, and Other States may be given for the Synod in general or for
specific branches of Synod’s work.
Annuity agreements may be made with individuals (single-life
agreements) or with two persons (joint or survivorship-agreements).
The annuity rate payable to annuitants on single-life agreements
shall be as follows: —
