HIGHER EDUCATION 313
unity both dictate maximum utilization of the ALC-
LCA-sponsored liberal arts college at Thousand Oaks
in southern California for LCMS junior college level
church vocation training programs as well as for lay
higher education purposes, especially in view of this
school’s affiliation with Valparaiso University; and
Wuereas, California Lutheran College at Thousand
Oaks through its president has expressed a complete
willingness to effect a cooperative relationship with
LCMS for the junior college level training of church
vocation students including the incorporation of LCMS-
designated faculty members: and
Wuereas, The ALC and the LCA have mutually as-
sumed full responsibility for the establishment and
maintenance of 4-year liberal arts colleges in the North-
west and Southwest; and
Wuereas, LCMS as a member of LCUSA should as-
sume responsibility for the development of Lutheran
higher education in the strategic central area of the
West: and
Wuereas, The imminent need of LCMS in the West
in terms of priority is for a strategically located 4-year
college (or if feasible a 2- or 3-year senior college) for
the training of pastors, teachers, and other church vo-
cation students; and
Wuereas, The great recruitment potential of Cali-
fornia’s 103 community junior colleges has never been
exploited; and
Whereas, There is in these latter days an imperative
need to provide a Christ-centered college education for
all Lutheran young people in the burgeoning central
area of the West; and
Wuereas, The centrally located metropolitan San
Francisco-Oakland Bay area affords abundant and
readily accessible auxiliary community resources of
higher education, culture, recreation, and varied socio-
logical environments; therefore be it
Resolved, That we, the faculty of California Concor-
dia College, memorialize the 1969 convention of The Lu-
theran Church — Missouri Synod to reconsider the
spending of any capital funds for the construction of
a new junior college in California at this time; and be it
further
Resolved, That we urge the synodical convention to
instruct the Board for Higher Education in cooperation
with the Board of Control of California Concordia Col-
lege to phase out the high school department and to
make essential minimum campus improvements to ac-
commodate an eventual junior college enrollment of
300 to 400 students; and be it further
Resolved, That within the spirit and purposes of the
Lutheran Council in the U.S.A. we urge the synodical
convention to instruct the Board for Higher Education
to develop a cooperative arrangement with California
Lutheran College of Thousand Oaks whereby The Lu-
theran Church — Missouri Synod might utilize Cali-
fornia Lutheran College as an auxiliary junior college
program for our Synod’s church vocation trainees from
southern California; and be it further
Resolved, That we urge the synodical convention to
instruct the Board for Higher Education in cooperation
with the Board of Control of California Concordia Col-
lege and representatives of the praesidium of the South-
ern California District to begin planning for a 4-year
college (or, if feasible, a 2- or 3-year senior college)
in the West to be developed when fiscally possible in the
central and strategic San Francisco Bay area on the
synodically owned Lake Chabot property (located ap-
proximately 5 miles from the campus of California Con-
cordia College); and be it further
Resolved, That we urge the synodical convention to
instruct the Board for Higher Education in cooperation
with the Board of Control of California Concordia Col-
lege and representatives of the praesidium of the South-
ern California District to structure the Lake Chabot
college as a training program for Lutheran Church vo-
cation students in the West and also, if financially feas-
ible, as a liberal arts college for all Lutheran young peo-
ple of the central areas of the West; and be it further
Resolved, That we urge the synodical convention to
instruct the Board for Higher Education in cooperation
with the Board of Control of California Concordia Col-
lege to provide at the proper time the necessary funds
required to exploit fully the church vocations’ recruit-
ment potential of California’s free public community
junior colleges; and be it finally
Resolved, That the necessity for a synodical junior
college level program in California be carefully assessed
at each biennium of the Synod.

Wnuereas, The San Francisco convention in 1959 au-
thorized the purchase of the Lake Chabot property in
the San Francisco Bay Area as the site of a future West
Coast seminary and instructed the Board for Higher Ed-
ucation “to give special attention to the nature and scope
of pastor and teacher training in the western part of
the United States”; and
