Plant and Property

With the use of local plus synodical funds, Concordia
was able during this biennium to purchase approxi-
mately 100 acres of land about 8 miles east of the
present campus. This land became available, and future
projection of the school appeared to make such a pur-
chase a necessity. In addition, Concordia also owns
36 acres contiguous to this property.

For about 6 years Concordia, under the able leader-
ship of Dr. E. P. Weber, has conducted studies which
brought the conclusion that a move to new property
was not only essential but wise stewardship. City
zoning and building restrictions, exorbitant land prices
($60,000 an acre), and Concordia’s meager land hold-
ings (10.4 acres) compelled Concordia to come to this
conclusion. Concordia still feels that this is the first
and wisest choice.

However, subsequent events have caused Concordia
to reevaluate its plans. Concordia plans to build its
promised physical education facilities at the present
location. The land east of the present campus should
be kept for possible long-range plans.

Concordia is in the process of remodeling its physical
science laboratory. With the aid of Ebenezer funds and
the local assistance of the Pacific Northwest Federation
of Aid Association for Lutherans Branches, this much-
needed facility will be a reality in the near future.

Recruitment, Development, and Public Relations
Recruitment

Recruitment continues to occupy a position of prime
importance. Campus visits, visits to congregations, pro-
motional material, periodic mailings—all are a part
of a comprehensive outreach program. The emphasis
is on face-to-face confrontation, for it is felt that in
this way the most effective job of recruitment is done.

The recruitment committee of the Northwest Dis-
trict, in cooperation with Concordia, has begun in the
Portland area the first of a number of Vineyard Clubs.
Subsequent groups of this type will be inaugurated in
other areas of the Northwest District. These groups,
made up of young people with adult sponsors, are
designed to interest young Christians in church pro-
fessions.

A check of the current Statistical Yearbook will

indicate that the Northwest District is among the lead-
ers in recruitment. God has blessed the efforts of His

people at Concordia and in the Northwest. The faculty
and students, with the assistance of clergy and laity
in the Northwest District, are putting forth some stren-
uous efforts to provide for ministry and servanthood in
the church. It is the prayer of Concordia that God will
continue to work within His people. on and off campus,
so that more young people will be motivated to pro-
fessional service in His church.

Concordia Expansion Fund Drive

With gratitude to God and His people in the North-
west, we are happy to report that the Concordia Ex-
pansion Fund Drive was completed in the summer of
1968. The $500,000 given by a prominent Northwest
family and other dedicated Lutherans has been and is
being put to use. The three purposes of land acquisi-
tion, scholarship foundation, and natatorium still occupy
the attention of the administration. The first of these
purposes, land acquisition, has been realized. and the
other two will hopefully be realized in the not-too-
distant future.

“Forward Thrust”

In order to increase awareness of its position and
usefulness to the church. encourage interest in its
development, and gain additional financial support,
Concordia has embarked on a program of development
with the title “Forward Thrust.” Pastor Arthur L.
Hillmann was called to fill the position of director of
development and public relations. He instituted this
program with the goal of providing funds for (1) build-
ings not provided by Synod: (2) grants-in-aid to
worthy students: (3) improvement and equipment of
existing facilities: and (4) programs and activities not
otherwise financed.

Under Pastor Hillmann’s capable
leadership this program has begun to take hold. Con-
cordia suffered a great loss when Pastor Hillmann died
suddenly of a heart attack. At this writing no replace-
ment has been named, but the work will go on under
the direction of the administration of Concordia until
a new man is called to fill the position.

direction and

Plans for the Future

In order to carry out its responsibilities in the
exciting years ahead Concordia requests the capital
expenditures included in the LCoard for Higher Educa-
tion's listing of capital funds. These funds are needed
so that Concordia’s development can keep pace with
the opportunities of the coming years with their cor-
responding challenges. In this way Concordia’s service
to the church and its Lord in the Pacific Northwest can
best be assured.

Conclusion

Concordia, Portland, is dedicated to the Lord of the
church. Our eyes are focused on Christ, the Beginning
and End of all of our activity, in the classroom, in
the chapel, on the campus. The crucified and risen
Christ is Lord of all institutional activity. This is our
