CONVENTION FLOOR COMMITTEES
The Lutheran Church — Missouri Synod will hold
its 48th regular convention in Denver, Colorado, July
11—18, 1969. Such conventions are an important part
of the life of the Synod. In its Handbook (1.21) the
Synod outlines the authority of the convention in these
words: “The delegate convention of the Synod shall
be the Synod’s chief legislative assembly. It shall estab-
lish policies, programs, and procedures to carry on the
Synod’s work. Only a delegate convention of the Synod
shall authorize affiliation or association of the Synod
with other church bodies, synods, or federations, and
the discontinuance of such affiliation or association.”
A great many matters are presented to the Synod in
convention for consideration and action. The Synod
has developed careful procedures to assure that the
business of the Synod will be handled properly, re-
sponsibly, and expeditiously. This course is also out-
lined in the Handbook (1.27 e):
“All reports, overtures, proposals, petitions, and
other matters submitted to the President of the Synod
in accordance with the foregoing paragraphs shall as
a rule be referred by the President of the Synod to
convention committees appointed by him from among
the accredited delegates and official representatives in
order to expedite the transaction of business. The Pres-
ident shall notify such committee members of their ap-
pointment and of the time and place of their first meet-
ing no later than 8 weeks before the convention of the
Synod. After due consideration of the matters referred
to them, these committees shall report their findings and
recommendations to the convention. If the President
deems it advisable, he may convene any such com-
mittees prior to the opening of the convention. Every
member of the Synod shall have the right to object to
any appointment made to such committees, There shall
be adequate lay representation on all committees.”
In compliance with the regulations of the Synod
I have appointed the following laymen, pastors, pro-
fessors, and teachers to serve on convention committees.
It is understood that circumstances in the intervening
period may prevent some of the appointees from
serving.
I invite all members of the Synod to remember
these committee members in their intercessions before
the throne of grace. May our good Father in heaven
bring them safely to the convention, equip them for
their important task, and bless their labors with His
guidance and goodness.
OuIver R. Harms, President
