Ev. Luth. Synod of Missouri, Ohio, and Other States. 1923. 19

ACTION.

~ The committee in charge of this report drew *Synod’s attention
e. the great diligence of the General Auditing Committee. All audit-
y committees obliged to send in a report were most emphatically and
artily requested to cooperate with the General Auditing Committee
d to send in their reports in due time.

The request of the Auditing Committee for the appointment of
comptroller was referred to the Board of Directors.

Extra Collections. — Synod declined to pass resolutions regulat-
ing the arrangement of extra collections since this is an affair of the
various Districts and individual congregations.

Uniform Treasurers’ Reports.—In order to obtain uniformity
and exactness in the reports of treasurers and to secure for a current
year all moneys collected during that year, Synod resolved —
. 1. To recommend that congregations close their books on De-
-eember 31;
2. That Districts close their books on J anuary 15;
3. That the Treasurer of Synod close his books on January 31.
Budget System. — The Budget system for Synod proposed by the
visitors of the North Wisconsin District was rejected.
Abolishment of Ahlbrand Plan. — Since this proposal rested on
. the false assumption that Synod fixed a quota for each District, con-

gregation, and individual and then insisted on payment, Synod de-
clined the proposal.

Contingent Reserve Fund. — In order to provide for certain
elasticity in the budget and +o eliminate deficits where these can be
avoided, Synod resolved — ;

That the Board of Directors be authorized and instructed to in-
: corporate an item in the synodical budget to be termed “Contingent
: >. Reserve Fund”; ‘and
: That for the year 1924 the sum to be appropriated for the “Con-

tingent Reserve Fund” be fixed at 214 per cent. of the gross amount of
the budget; and

That in the years thereafter the sum to be appropriated for the |
“Contingent Reserve Fund” shall be sufficient to bring its balance to

_ 2% per cent. of the gross budget; and

That in computing the 2% per cent. the Building Fund be not
included in the budget; and ;

That disbursements chargeable to the “Contingent ' Reserve
Fund” may be made by the Treasurer of Synod only upon authoriza-
tion of the Board of Directors of Synod; and

That such disbursements can be authorized and made only to the
treasuries budgeted by Synod; and .
