To Refer to Survey Commission
for Further Study Paragraph 3d, p. 232,
“Reports and Memorials, 1962”

Wuereas, Article VII of the Synod’s constitution
states that “in its relation to its members Synod is not
an ecclesiastical government exercising legislative or
coercive powers, and with respect to the individual con-
gregation’s right of self-government it is but an advisory
body”; and

Wuereas, The report of the Synodical Survey Com-
mission (p. 232, paragraph 3d, in the 1962 book of Re-
ports and Memorials) appears to allow the Synod to
limit the congregation’s right of self-government as de-
fined in Article VII of the Synod’s constitution; there-
fore be it

Resolved, That this matter be referred back to the
Synodical Survey Commission for further study; and be
it further

Resolved, That this resolution be forwarded to the
President of the Synod for consideration at the synod-
ical convention at Cleveland.
