Commendation of South Wisconsin and
Area English District Congregations
for Offerings for Concordia College,
Milwaukee
RESOLUTION 1-40

Wuereas, The South Wisconsin District and the
congregations of the English District of that area have

resolved to raise a substantial sum for campus expan-
sion of Concordia College, Milwaukee; therefore be it

Resolved, That the Synod commend these efforts
of the congregations of these Districts in behalf of
Concordia College, Milwaukee.

RESOLUTION 1-41

Wuereas, The Commission on College and Univer-
sity Work has been charged to care for the spiritual
welfare of members of the Synod who are attending
colleges and universities not affiliated with the Synod
(Handbook, 8.133); therefore be it

Resolved, That the question of establishing a house
of studies at Berkeley be referred to this Commission
with the recommendation that it consult with the proper
District Boards and the Board for Higher Education.

Interrelationship of Various Programs

Appointing Study Commission for Lutheran
Lay Higher Education
RESOLUTION 1-43

Wuereas, The Synod has been petitioned to authorize
the appointment of a Study Commission for Lutheran
Lay Education; therefore be it

Resolved, That the President of the Synod, in con-
sultation with the Executive Director of the Board of
Directors of the Synod and the Executive Secretary
of the Board for Higher Education, appoint such a com-
mission; and be it further

Resolved, That this Commission report to the next
convention of the Synod through the Board for Higher
Education.

Action: This resolution was adopted.

Authority for Site Purchases
in the Greater Chicago Area
RESOLUTION 1-44

Wuereas, The Board of Directors of the Synod has
the authority to purchase sites for schools on the recom-
mendation of the Board for Higher Education; there-
fore be it

Resolved, That Memorials 138 and 139 be referred to
the Board for Higher Education.

To Initiate Nonrefundable Use Charge
RESOLUTION 1-45

WHEREAS, The problem of capital procurement for the
erection and replacement of buildings on the campuses
of the Synod’s schools has been a continuous one; and

Wuereas, A partial answer to the problem involving
auxiliary buildings can be found by making a non-
refundable use charge per term to each user for these
buildings; therefore be it

Resolved, That the Board for Higher Education, in
consultation with the Executive Director of the Board
of Directors and the Treasurer of the Synod, be author-
ized to develop and implement policies for nonrefund-
able use charge per term for users of auxiliary buildings
of synodical educational institutions.
