2.32 If President Is Unable to Serve

In case of prolonged illness or disability, the Board of
Directors shall determine whether the President is unable
to serve, in which event the First Vice-President shall
assume the responsibilities and duties of the President
and remain acting President during the emergency.

Action: This resolution was adopted.

Appointment of Committee on Realignment
of Circuits and Districts

Wuereas, The Districts of the Synod have grown in
membership; and

Wuereas, Extensive changes and shifts in population
have occurred; and

Wuereas, Several requests have been made for a
study involving the present alignment of the various
Districts with a view to possible proposals for realign-
ments which would result in actions that might solve
existing problems and benefit the work of the church;
therefore be it

Resolved, That a committee be created, the members
to be appointed by the College of Presidents, whose
task it shall be to study all existing District lines with
a view to making proposals for such changes as will
enable the congregations of The Lutheran Church —
Missouri Synod to carry on the work of the church to
best advantage; and be it further

Resolved, That the Districts be urged to study the
alignments of the circuits which now exist within their
borders and to take action so that the best alignments
may be made.

Action: This resolution was adopted.

Regional Vice-Presidents and Two Additional
Vice-Presidents

Wuereas, The Synod has adopted a resolution re-
questing the College of Presidents to appoint a com-
mittee to study the realignment of circuits and Dis-
tricts; and

Wuereas, A number of provisions of the Constitu-
tion and Bylaws must be amended if regional Vice-
Presidents are to be provided; therefore be it

Resolved, That Memorials 627 and 627-A be referred
for consideration to the College of Presidents.

Action: This resolution was adopted.

Resolutions Pertaining to District Mission
Boards
RESOLUTION 6-26

Wuereas, The 1959 convention of The Lutheran
Church — Missouri Synod adopted regulations defining
the specific functions of District Mission Boards; and

Wuereas, These specific functions were included in
the Bylaws of the Handbook of The Lutheran Church —
Missouri Synod (cf. section 8.29, “The District Mission
Boards,” paragraphs “a” through “n”); and

Wuereas, These detailed functions sometimes conflict
with the administrative procedures and accepted poli-
cies of District Mission Boards; therefore be it

Resolved, That the specific functions of District Mis-
sion Boards as found in Section 8.29 of the synodical
Handbook, from paragraphs “a” through “n,” be deleted
from the Handbook and be considered for inclusion in
the “Manual of Synodical Operations.”

Action: This resolution was adopted.

Limiting Membership on Synodical Boards
or Committees

Wuereas, Bylaw sections 2.15 and 3.33 adequately
limit the service of members in synodical and District
offices; therefore be it
Resolved, That Memorial 628 be declined.

Right to Vote at Conventions

Wuereas, The Synod was organized on a congrega-
tional basis and the right to vote has been limited to
a pastoral delegate and a lay delegate from each con-

gregation or group of congregations, in order to main-
tain equal representation between clergy and laity; and

Wuereas, To give the right of franchise to advisory
members would change the representative structure of
the Synod and would affect the equal balance of clergy
and laity; therefore be it

Resolved, That Memorial 626 be declined.
Action: This resolution was adopted.
