Program
RESOLUTION 12-02
Report 1102, “Parish PR Program,” p. 367,
Reports and Memorials
Wuereas, Approximately 700 men and women give
generously of their time to help develop and maintain
good community relations for our Synod, especially with
press, radio, and television in their Districts, regions,
and circuits; and
Wuereas, The public relations program of the Synod
depends to such a large extent on their devotion to
duty, freely assumed, often at considerable expense to
themselves in both time and resources; therefore be it
Resolved, That the Synod express its appreciation
to these servants of Christ and of the church, as well
as of their united efforts to interpret our Synod, its
message, and its mission in the proper way to the gen-
eral public; and be it further
Resolved, That the Synod encourage the men and
women of the public relations organization to regard
their work as a necessary service to Christ in this age
of massive and rapid communication between men and
nations.

To Encourage Wide Distribution of Sound
Film “Question 7”
RESOLUTION 12-03
Report 1102, “Question 7,” p.366, Reports and
Memorials
Wuereas, Question 7 was produced by Lutheran
Film Associates to demonstrate graphically and truth-
fully the pressures applied upon the work of the church
and upon the faith of people when Communism secures
political power; and
WHEREAS, Question 7 has received critical and popu-
lar acclaim as a dramatic film of great power, with direct
and explicit exposition of Christian faith as it comes
to grips with the atheistic materialism of a Communist
regime; and
WHEREAS, Question 7 tells the story of Christian
young people upon whom Communism has focused
a large part of its efforts to subvert faith and good
order; therefore be it
Resolved, That the Synod express to Lutheran Film
Associates its appreciation for the timely production
and superlative quality of Question 7; and be it further
Resolved, That the Synod encourage its congrega-
tions to initiate and to support distribution and exhibi-
tion of this film on the widest possible basis, for a wit-
ness to this generation regarding the nature of faith
in Christ and as an encouragement to all, both young
and old, to be loyal to Christ.
Action: This resolution was adopted.

WuereEas, The city of Chicago, Ill, is a strategic
center for the population of both our church and the
nation; and
Wuereas, Chicago is a center of communication for
the surrounding states as well as for the nation; and
Wuereas, It has become apparent to the Northern
Illinois District and to congregations of the English Dis-
trict in the area that proper public-relations represen-
tation to the larger community served by Chicago can
no longer be maintained by voluntary personnel, how-
ever generous in its contribution of spare time; and
