impact of any resolutions which place a further. finan-
cial burden upon the Synod; and be it further

those funds presently available, or which are received
specifically for capital expenditures without any Synod-

ings which this convention may authorize for the bien-
ium; and be it further

gregational level we recognize the serious financial

10% and that we make every effort to launch into the

odical program; and be it finally

17. SPECIAL COMMITTEE TO
REVIEW LATE OVERTURES

The Special Committee to Review Late Overtures,
appointed by the President in accordance with para-
graph 1.27, b, of the Handbook, received and evaluated
six overtures and communications, which were sub-
mitted within the 10-day period prior to the opening
date of the convention.

The criteria that formed the basis of the commit-
tee’s evaluation consisted of two questions: First, is the
material in the overture new, or is it already before
the convention in some form? Second, is the material
in the overture of such urgency and importance as to
demand the attention and time of the convention?

On the basis of these criteria, the committee recom-
mends that just one of these overtures, which simply
applies for the admission of two congregations of the
Northwest District into the membership of the Synod,
be received by the convention and be given to the ap-
propriate floor committee for consideration.
