RESOLUTION 5-25
Overtures 5-03 (CW, p. 229); 5-53U (URO, p.55)
Wuereas, An amendment to the Constitution which
would require that other matters besides amendments
to the Constitution be submitted directly to each voting
congregation of the Synod would constitute a substan-
tial change in the polity of the Synod —a polity which
has served the Synod well for many years; and
Whereas, Decisions in the area of fellowship rela-
tions have throughout our history been the responsibil-
ity of the delegate conventions, as required by Bylaw
1.21, and have not been made by a congregational refer-
endum; therefore be it
Resolved, That Overture 5-03 be declined.

(Amendment: The convention deleted a third whereas
which had read:
“Wuereas, A congregational referendum on the establish-
ment of fellowship relations with other church bodies would
require that detailed information of all issues involved would
have to be thoroughly and objectively presented and dis-
cussed in every voting body of every voting congregation
with the likelihood that strong leadership might lead to much
group reaction, or of sharp and deep divisions of opinion in
many individual local congregations or between congrega-
tions and between circuits.”)

search and Statistics, together with the Southern Cali-
fornia District and any others who may be affected by

WHEREAS, It is apparent to the floor committee that
the general constituency of the Atlantic District is not
in agreement on the matter of District division; and
Wuereas, Under these conditions the committee con-
siders it unwise to recommend division at this time; and
Wuereas, Consideration might be given to a possible
division of the District along lines other than those
