16. WORK PROGRAM REVIEW
Report of Work Program Committee 16
In accord with the Handbook 9.03 (c) (d), page 171,
regulations of the Synod, Committee No.16 has made
a detailed and objective study of the synodical Work
Program Prospectus as prepared by the Council of Ad-
ministrators and as revised by the Board of Directors
of Synod. The committee has reviewed with repre-
sentatives of the various divisions and staff their de-
tailed requests. The cost estimates for the various con-
vention resolutions have also been reviewed which may
affect the total of our work program for the next two
years. According to the Handbook regulations the
2-year work program recommended for adoption is not
the working budget but a projected program that the
committee believes will meet the minimum needs of our
Synod for the two years involved in the program. The
program which the convention adopts will be presented
by the Board of Directors to the Districts of the Synod.
RESOLUTION 16-01
Wuereas, It is necessary to raise the sum of $30,827,-
100 for the year 1970 and the sum of $32,131,700 for the
year 1971 in order to maintain the present synodical
program to continue the work of the Lord in our Synod
and to carry out the various resolutions of this conven-
tion; therefore be it
Resolved, That the Synod in this convention adopt
as its work program for the coming biennium:
$30,827,100 for the year 1970
$32,131,700 for the year 1971
as more specifically detailed in the schedules set out
here below.
Action: Adopted (14).
RESOLUTION 16-02
Wuereas, Even with severe curtailment of some
functions and the withholding of anticipated expendi-
tures at every level, it has not been possible for the
Synod to carry out the approved program for 1969
within the anticipated income; and
Wuereas, The work program requests for 1970 and
1971 exceed the 1969 operating budget, and the Work
Program Review Committee of this convention, even
after making drastic reductions, finds it imperative to
submit a work program for the approval of this con-
vention which is in excess of any income anticipated
at the moment; therefore be it
Resolved, That this convention seriously weigh the
