158 RESOLUTIONS
Resolved, That by Jan. 1, 1990, the Board of Managers
of the Concordia Health Plan report to the Board of Di-
rectors of the Synod and to the congregations of the Synod
its study conclusions which will be used to determine 1990
Concordia Health Plan rates.
Action: Adopted (12).
(A proposed final resolve was declined by a vote of 620 to 347.
It would have stated, “Resolved, That effective as of Jan. 1, 1990,
no member congregation, controlled organization, or affiliated
agency enrolled in the Concordia Health Plan shall be assessed
a rate which exceeds, by more than fifteen (15) percent, the me-
dian rate charged all enrollees.” Another proposed amendment
which called for deleting the fourth resolve was declared out of
order since the result of adopting it would have had the same
effect as the proposed amendment which had been defeated. The
judgment of ihe chair was sustained by a vote of 558 to 247 and
the resolution adopted by a vote of 783 to 151.)

RESOLUTION 7-13
Overture 7-63 (CW, p. 269)
