To Improve Process for Floor
Nominations at Synod Conventions
WHEREAS, The entire Committee for Convention Nominations
is not present at Synod conventions, making it difficult to quickly
gather and compile candidate information; and
WHEREAS, The current Bylaws do not specify a deadline for
convention floor nominations, making it extremely difficult at the
convention itself for the members of the nominating committee
present and its chairman to gather pertinent information for indi-
viduals nominated from the floor, and to make it available to the
voting delegates in a timely manner; and
WHEREAS, Requiring the pertinent information for individuals,
intended to be nominated from the floor of the convention, be sub-
mitted to the chairman of the nominating committee two weeks
prior to the convention does not deprive delegates of the right to
make floor nominations; and
WHEREAS, Following the proposed procedure will enable the
chairman of the nominating committee to provide the necessary in-
formation to voting delegates in the allotted time, prior to the be-
ginning of the voting process; and
Wuereas, The following changes will improve Synod’s elec-
tion process; therefore be it

read:

tions shall submit the committee’s report in person to the convention at

pending nominee already on the slate of candidates received
from the Committee for Convention Nominations without dis-
closing such potential effect immediately to the convention.
(c) No change
(d) If the convention approves the receipt of such additional
nominations, any delegate making such a nomination shall have
secured prior written consent of the candidate being nominated
and shall immediately submit it to the chairman of the Commit-
tee for Convention Nominations along with required pertinent
information concerning the nominee as detailed in Bylaw
3.12.3.6 (c).

two options to be added to Bylaw 3.2.5:
A. (d) The appointing board may amend the list of candidates by al-
lowing floor nominations from the list of nominees prepared by the Sec-
a rn
B. (d) The appointing board may not amend the list of candidates
by allowing floor nominations from the list of nominees prepared by
