222 SEMINARY AND UNIVERSITY EDUCATION
COMMENTARY: This paragraph allows the regents to select the
method of notification similar to the changes above.
[CLEAN COPY]
3.8.3.7.2 As soon as an impending presidential vacancy is
known, the board of regents, with prior consent of the Board for
University Education, shall issue a request for the nomination of
candidates for the presidency of the institution to nominating enti-
ties. Persons nominated shall promptly be notified of their nomi-
nation and shall receive a description of the office and qualifica-
tions desired to fill it.
(a) Candidates may be nominated by congregations of the
Synod, the Board for University Education, the board of regents,
and the plenary faculty of the institution. All nominations must be
filed with the designee of the board of regents within 30 days of
notification unless the request sets a later date.
(b) Persons nominated may decline to be candidates, and their
names will be removed from the list of nominees. Nominees who
allow themselves to be listed as candidates will be asked to pledge,
if appointed, to render a decision within fifteen days of receipt of
the appointment, unless granted an extension by the board of re-
gents.
(c) The designee of the board of regents shall publish in an of-
ficial periodical of the Synod the names of the nominees who have
permitted themselves to be candidates and the date on which the
election is to be held.
(d) All recommendations, statements of qualifications of any
nominees, or objections to any nominee with reasons therefor, must
be filed with the board of regents before the time fixed for the elec-
tion. If a charge of false doctrine or offensive life is registered, the
board of regents shall investigate and reach a decision on such
charge before proceeding with the election.
(e) A qualifications committee of nine persons shall be formed
when the request for nominations is issued, composed of four per-
sons and one alternate elected by the board of regents (one of
whom shall serve as committee chair), three full-time faculty mem-
bers and one alternate elected by the faculty, and two full-time
members of the staff and one alternate elected by the staff. The al-
ternate members shall participate in all meetings but shall not vote
while serving as alternates. The qualifications committee shall
make a written report of the needs of the institution, the require-
ments of the Synod, and the required and desired qualifications of
the nominees. This written report shall be reviewed and adopted by
the electors as the criteria for evaluating the qualifications of can-
didates..
(f) In the second phase of the search process, a screening com-
mittee of not more than twelve persons shall consist of the mem-
bers of the qualifications committee plus such others as the board
of regents shall select to serve. The screening committee will be
chaired by a board of regents electee. The screening committee
shall gather information about nominees and prepare a report on
the credentials of the nominees. The board of regents shall make
available to the screening committee all information it receives re-
garding the candidates. Open forums shall be conducted with ad-
ministrative staff, students, and other constituents as deemed es-
sential by the screening committee to gather extensive input to the
process. The screening committee shall submit to the electors a re-
port of evaluations based upon the adopted qualifications of the
electors and recommendations regarding the candidates.
(g) At least two weeks before the election at a meeting of the
board of regents, the electors shall meet to hear the report of the
screening committee and to establish the slate of nominees to be
interviewed in the election meeting. The screening committee shall
present a list of not more than five candidates to the electors as a
suggested election slate. A majority of the electors shall determine
the slate of nominees to be interviewed in the election meeting. The
electors may add names to the screening committee’s list only from
the officially published list of candidates, after consultation with
the screening committee. The screening committee shall be avail-
able to answer questions regarding candidates. If there are persons
placed on the slate who were not on the screening committee’s rec-
ommendation list, they shall complete all interviews and question-
naires prior to the election.
(h) At a meeting of the board of regents held to elect a presi-
dent, there shall be present and voting as electors the members of
the board of regents as a group with one vote (the district president
on the board not voting with the board); the district president
elected to the board or his official representative with a distinct
vote; the President of the Synod or his official representative with
one vote; and the chairman of the Board for University Education
or his/her official representative with one vote. The executive di-
rector of the Board for University Education shall attend as an ob-
server.
(i) The election shall be held on the day designated in the notice
published in an official periodical of the Synod or as soon there-
after as feasible. The electors shall give due consideration to the
recommendations and statements of qualifications and objections
submitted about candidates.
(j) The election of a president shall require three of four elector
votes. The board of regents shall extend the formal appointment
promptly after the election and submit its action to an official peri-
odical of the Synod for publication. If the electors are unable to fi-
nalize the slate or complete the election, they shall postpone the
election and, if desirable, request the board of regents to issue a
new request for nominations.
(k) Whenever an appointment is declined, the chairman of the
board of regents shall give notice to all nominating entities and
shall promptly call another meeting of the electors, at which meet-
ing the appointment may be reissued or another person may be
elected from among the remaining candidates, or the board of re-
gents may be requested by the electors to issue a new request for
nominees.

To Require That College and University
Presidents Be Male
Whereas, The Synod has traditionally insisted that a president
of one of its institutions of higher education is the “spiritual, aca-
demic, and administrative head” of the institution; and
WHEREAS, Scripture assigns headship in both home and church
(of which synodical colleges and universities are extensions) to the
male; therefore be it
Resolved, That the 2007 LCMS convention declare that those
who are elected to be presidents of the Synod’s colleges and uni-
versities be male.

To Require That Theology Professors
Teaching Males Be Male
WHEREAS, The Apostle Paul wrote by inspiration that a woman
should neither teach nor exercise authority over men in church
(1 Tim. 2:11-15); and
Wuereas, A college professor teaching theology to male stu-
dents both “teaches” and “has authority” over those males; and
WHEREAS, Whether this college professorship is held to be a
function of the pastoral office, or an auxiliary office in the church,
it cannot be exercised by a woman without violating apostolic and
scriptural injunction; therefore be it
Resolved, That the 2007 Synod convention declare that in the
LCMS colleges and universities all professors whose responsibility
it is to teach theology to male students will be males graduated
from a seminary of the Synod or colloquized into the Synod.
