Commission on Structure

7-12
To Phase Out Consecrated Lay Workers Category

Rationale

Chapter VII of the 1998 Handbook of the Synod provides for
the classification of certain nonrostered church workers as “Certi-
fied Church Workers” or “Consecrated Lay Workers.” While re-
taining the content of this chapter in its Proposed Handbook under
Bylaw 2.14, the Commission on Structure reorganized its content
and eliminated duplication.

The Commission on Structure recognizes additional concerns,
however, with this section of the Bylaws. Of concern is the poten-
tial liability it creates for the Synod by placing nonrostered workers
under the supervision of District Presidents. The provision for a
nonrostered category of church worker in the Handbook of the
Synod is in itself problematic.

To address these concerns, the Commission offers the following
proposed resolution to the 2001 convention of the Synod. Its intent
is (1) to recommend additional change to the wording of former
Chapter VII to address liability and other concerns during the com-
ing triennium, and (2) to provide for the termination of this cate-
gory of nonrostered church worker in an orderly and fair manner
during the coming three years.

Resolved, That the wording of Bylaw section 2.14 of the Pro-
posed Handbook be amended to address organizational and liability
concerns (see below); and be it further

Resolved, That those persons to whom this Bylaw pertains be
encouraged and enabled to take steps necessary to apply and qual-
ify for rostered status with the Synod; and be it further

Resolved, That the Concordia University System cooperate by
providing to these lay workers every opportunity to pursue fulfill-
ment of requirements for rostered status; and be it further

Resolved, That congregations and agencies of the Synod cur-
rently employing these workers be encouraged to support in every
way their efforts to attain rostered status with the Synod; and be it
finally

Resolved, That Bylaw section 2.14 be retained in the Handbook
of the Synod until the time of the 2004 convention to allow time
for affected persons to take necessary steps to qualify for rostered
status.

PROPOSED WORDING

2.14.1 Men and women who have completed courses of

tricts of the Synod.
