Res. 4-01A, “To Commend and Encourage Continued Use
of the Koinonia Project and Give Thanks to God for the
Sainted Rev. Dr. Herbert C. Mueller, Jr.” (TB, 5:473), was
read. The committee asked the consent of the body to
consider this resolution in place of Res. 4-01 as referred in
Session 1 (having therein been amended); this was accepted
without objection. By consent, the resolution was corrected
to list stanzas 4 and 5, the “final two verses,” as requested in
Session 1. The chair called the question; closure of debate
was carried by voice vote. Res. 4-01A as thus amended
(corrected) was adopted by voice vote.
Res. 4-04, “To Give Thanks for Spanish Language
Hymnal Himnario Luterano and Commend Its Use” (TB,
1:104), was read and introduced by the committee. The chair
called the question; closure of debate was carried by voice
vote. The resolution was adopted [Yes: 871; No: 4].
Res. 4-02, “To Affirm and Continue Making Disciples for
Life as Mission and Ministry Emphasis for 2023–26
Triennium” (TB, 1:101–2), was read and introduced by the
committee. The chair called the question; closure of debate
was carried by voice vote. The resolution was adopted by
voice vote.
Res. 4-03, “To Affirm and Continue Mission Priorities for
2023–26 Triennium” (TB, 1:102–4), was read and introduced
by the committee. The chair called the question; closure of
debate was carried by voice vote. The resolution was
adopted by voice vote.
With a number of points of information arising, the chair
put to the body whether he should have greater discretion in
dispensing with interruptions; this motion, which was
determined to be of the character of a change to the Special
Standing Rules, failed of the required two-thirds [Yes: 517;
No: 343].
Res. 4-07, “To Give Thanks for Preservation of the Gospel
in The Lutheran Church—Missouri Synod” (TB, 1:106–7),
was read and introduced by the committee. It was moved
and seconded to add a resolve, “That the assembly sing, upon
adoption, the first stanza of “Lord, Keep Us Steadfast in Your
Word.” This was adopted by consent. The question was
called; closure of debate was carried. Res. 4-07 was adopted
as amended by a voice and hand vote.
Res. 4-06, “To Encourage In-Person Corporate Worship”
(TB, 1:105–6), was read and introduced by the committee,
Chairman Esget noting that as the study will be distributed
electronically, the cost indicated in the estimate is not
expected to be borne. It was moved and seconded to amend
to strike the first resolve on TB 1:106, 12–13. The question was
called; closure of debate was carried. The amendment failed
by a voice vote. It was then moved and seconded to amend
by adding a resolve: “That the LCMS in convention repent for
having forsaken gathering together in corporate worship
during 2020 and not taking a strong stand of encouraging
congregations to physically gather.” The question on the
amendment was called; closure of debate was carried [Yes:
Minutes
774; No: 69]. The amendment failed [Yes: 287; No: 574]. The
chair called the question on the resolution; closure of debate
was carried. Res. 4-06 was adopted [Yes: 790; No: 72].
The chair dismissed Floor Committee 4 with thanks.
