Concordia Plan Services, greeted the assembly, explaining
the service of his synodwide trust entity as comprehended
within the example of the Church’s delegation of care in Acts
6 and as a proof that as a Synod, we are stronger together.
For 60 years and into the future, the Plans serve ministries
and workers, aiming not only to reimburse claims and
provide retirement benefits but to improve the physical and
financial well-being of workers—both during service and in
retirement—and thereby to enhance their service to the
Church.
Greetings—Lutheran Bible Translators
The Rev. Dr. Rich Rudowske, executive director and chief
executive officer of Lutheran Bible Translators (LBT),
addressed the convention. He began by sharing about the
recent translation work done for the Komba language
community of Ghana, West Africa. The only book in their
language is the New Testament, and LBT is working on a
translation of the full Bible. He shared photos showing that
their Bibles are well used and told the assembly that their joy
at having God’s Word is indescribable. The desire of LBT is
that all language communities experience the hope of God’s
Word in this generation. He shared that the goal is that in
the next 10 years, God’s Word will be available in every
language.
Committee 7: University Education
The President recognized Chairman Scott R. Murray to
resume the report of his committee. As the committee
approached, a delegate pointed out an error on TB 4:456,
where Rev. Schumacher served as a parish pastor for 20
years rather than 2. This was noted.
Res. 7-03, “To Call Concordia University Texas
Leadership to Repentance” (TB, 1:139–41), was read and
introduced by the committee.
It was moved to divide the question, to remove the final
two resolves to another resolution under the current title of
Res. 7-03, with the remainder to be a new resolution, titled,
“To Call Concordia University Texas to Honor Their
Responsibility to the Bylaws of the Synod and Their Own
Bylaws.” The chair ruled this out of order as nonsubstantive.
It was moved to amend the resolution in TB, 1:140, line
45, to introduce the word “all aforementioned appropriate
actions.” The chair ruled this non-substantive and therefore
out of order.
With twenty minutes of debate elapsed, the chair acted
under Standing Rule 22 to call the question on the
amendment. This failed [Yes: 604; No: 366]. Debate on the
amendment continued.
It was moved and seconded to suspend the rules to allow
Concordia University Texas President Don Christian to
address the convention for two minutes. This was carried
[Yes: 697; No: 291] and President Christian was allowed to
address the convention. Thereafter, with twenty minutes of
debate again elapsed, the chair called the question on the
amendment. This was carried [Yes: 780; No: 206]. The
amendment failed [Yes: 336; No: 615]. The chair then called
the question on the resolution; the chair ruled debate closed
in a hand and voice vote; in a counted vote, closure of debate
was carried [Yes: 681; No: 316]. Res. 7-03 was adopted [Yes:
716; No: 283].
A delegate rose to request the right to record votes on Res.
7-03 in the minutes under Standing Rule 29. The motion was
granted by the assembly. Votes asked to be recorded are as

The substitute motion in TB, 3:395, was offered. The

opinion, to be published in the minutes of the commission,
for the assembly.
