To Expand Ministerial Growth
and Support
Wuereas, The Wichita convention, to continue to im- _
prove church worker skills and effectiveness, created the
LCMS Commission on Ministerial Growth and Support
(CMGS) as a quality enhancement strategy for continuing
education and training; and
Wuereas, The Wichita convention directed the CMGS
to address the continuing professional education and well-
being requirements of church workers and their families;
and |
Wuenreas, In response, the CMGS has committed re-
sources to a ministerial growth and support concept of
quality which includes both professional competence and
preventive health/wellness development for church profes-
sionals; and
_Wuereas, The CMGS, in effect, is an action team sup-
porting professional competency and personal health pro-
cess development through continuing education and
preventive health services; and
Wueneas, In the development of professional compe-
tence and personal health skills, using the quality im-
provement process of prevention, improvement comes not
with detection and correction of deficiencies, but with the
ability and foresight to prevent problems through educa-
tion, training, and care; therefore be it
Resolved, That, as its primary strategy to deliver pro-
fessional growth and preventive health services for profes-
sional church workers, the Commission on Ministerial
Growth and Support focus implementation through the
quality improvement (both professional competence and
Preventive health/wellness development) and continuing
education process; which implies self-assessment and self-
direction, self-improvement, self-empowering to promote
personal health and skills improvement; and be it further
Resolved, That, to support the preventive health/well-
ness component of its strategy, the CMGS initiate high
priority collaboration with the Commission on Theology
and Church Relations and the Standing Committee on
Health and Healing to develop before 1993 three key the-
ologies: a theology of wholeneas, a theology of health, and
a theology of healing; and be it further
Resolved, That the CMGS develop a five-year organi-
zation-wide strategic implementation plan for professional
and health quality improvement which includes a vision
statement that can serve the future, a mission statement,
and strategic and operational goals; and be it further
Resolved, That the CMGS articulate and communicate
its strategic quality vision, mission, goals, and objectives
by translating these into guidelines that Districts would
execute as partners in quality improvement; and be it
further
Resolved, That, in pursuit of continuous quality im-
provement education and training, the Districts be sup-
ported by CMGS in developing pilot, demonstration, or
prototype projects, process action teams, and quantitative
databases and software technology to measure and eval-
uate CMGS outcomes and impact; and be it further
Resolved, That CMGS encourage and solicit District-
level growth and support training and education plans that
(a) establish a framework from which a District can mea-
sure its effectiveness in professional growth and preven-
tive health goals achieved; (b) include a strategy designed
to encourage continuous quality improvement across a
spectrum of validated continuing education needs; (c) in-
clude an evaluation component; and be it further
Resolved, That, in facilitating and implementing pre-
ventive health and education services, CMGS collaborate
with the LCMS Standing Committee on Health and Heal-
ing and the Concordia Health Plan Board to develop a
comprehensive health information software system which
would support decision-making at congregational, District,
and LCMS levels; and be.it further
Resolved, To put CMGS problem-solving into perspec-
tive, that the corporate CMGS give priority to the following
values as decision-making criteria: (1) quality growth, (2)
church professional effectiveness, (3) ministry require-
ments, (4) congregational and organizational support, (5)
productivity, and (6) cost; and be it finally
Resolved, That CMGS, in collaboration with the Stand-
ing Committee on Health and Healing and the Concordia
Health Plan, report its progress, constraints, and recom-
mendations to the 1995 LCMS convention.
