RESOLUTION 8-09

Reports R1-8, R5-04 (CW, pp. 6, 8-10, 91; TB, pp. 67-
68)

Wuereas, The 1989 synodical convention, in Res. 8-
02A, asked the whole LCMS to “involve itself in a coor-
dinated planning and decision-making process to assure
more effective and better coordinated services to congre-
gations” ( TB, p. 67), and

‘Wuereas, The LCMS through the 1989 Colarelli, Meyer .

and Associates study, as well as the Synod’s Research Ad-

visory Group, has identified the following as “valued ele-
ments” to our existence as a church body:

“2. The continued centrality of the congregation.”

“4. A synodical leadership group that has an overall
understanding of the life of the church in today’s changing
world.”

“6. Effectiveness of implementation [through] account-
ability (and) efficiency.”

“7. Provision of some services from the national office,
including: . . Administration and support services.”

“8. For Districts to know congregations on an individual
basis and to network among congregations to meet mutual
needs,”

(TB, pp. 67-68); and

Wuereas, The Commission on Structure believes “fu-
ture consideration . . . of the size and structure of Districts
of the Synod” needs to be undertaken and the commission
suggests a “special ad hoc committee could better deal with
this issue, a committee which would include District, par-
ish and Board of Directors representation” (CW, p. 91); and

Wuenreas, President Bohlmann has stated in his report
to this convention that “organizational effectiveness” has

. been identified as one of the top 10 priorities for the syn-

odical leadership (CW, pp. 6 and 8); and

Wuenreas, President Bohlmann has recommended in his
report to this Convention that “the convention encourage
appropriate District and national leaders to consider re-
gional approaches to staffing, including the use of trained
volunteers, to assist the congregations of the Synod in vi-
sion, networking, and compatible relations in support of
the mission and ministry of the entire Synod” (CW, p. 10);
and

Wuereas, The continued reduction of financial re-
sources available to District and national staffs is creating
a growing crisis in the provision of services, resources, and
support to congregations; therefore be it
