LATE REPORTS AND OVERTURES

Bylaw 3.19 2 b provides that reports and overtures must be submitted not later than 18 weeks prior to the opening
day of the convention. March 6, 1992, was therefore the deadline date for this information.

The same Bylaw goes on to state:

“No report or overture received subsequent to that date shall be accepted for

convention consideration unless a committee consisting of the President, the First Vice-President, and the Secretary
adjudge it to be a matter of overriding importance and urgency whichis not adequately covered by documents already

before the convention.”

After a careful evaluation of these documents the committee referred to in the Bylaw decided to approve the following
for consideration by the convention (the text of each of these is printed on these pages):

To Study Change of Synod Name

Wuereas, The communication of the Gospel is the es-
sential mission of the Christian church; and

Wuereas, The identity of Christians who are attempt-
ing to communicate the Gospel should also be clear; and

Wuereas, The present name of our church body, viz.,
“The Lutheran Church—Missouri Synod” does not clearly
identify who we are for the following reasons:

a. The word Lutheran, although an integral part of our
identity which cannot be dropped, needs to be explained..

b. Our church is an international church, with many
members overseas, and which seeks to share Christ with
foreign nationals in this country, but the word “Missouri”
implies parochialism and geographic limitations.

c. The word Synod is incomprehensible to 98 percent of
all people; therefore be it

Resolved, That the New Jersey District in convention
recommend to The Lutheran Church—Missouri Synod at
its 1992 Pittsburgh triennial convention that a committee
be established to study this issue and make recommen-
dations, and that this committee report back to the 1995
convention of The Lutheran Church—Missouri Synod.

To Support the Urban Mission Field
through Lutheran Schools
Wuenreas, The urban conditions in the nation’s cities
have provided a breeding ground for poverty, hatred!
crime, and drugs; and
Wuereas, The children of our inner cities are embroiled
in these deplorable conditions with little chance of. escape;
and
Wuereas, Many of the children attending our synodical
schools have a tremendous lack of family supported spir!
itual life; and
Wuereas, The Lutheran schools within the inner cities

are continuously in danger of closing due to rising costs,

a fluctuating economy, and other financial difficulties; and
Wuenrzas, The Lord has instructed us to “suffer the lit-

tle children”; and ; ‘

| Wuenreas, Our Lutheran schools are often the only con-

tact children have with the Lord; therefore be it

Resolved, That The Lutheran Church—Missouri Synod
affirm its position as a leader in Christian education and
turn its attention to the mission opportunities presented
in the urban setting; and be it further
, Resolved, That The Lutheran Church—Missouri Synod
encourage financially sound congregations not affiliated
with schools to look at our nation’s cities as prime targets
for mission outreach; and be it further
. Resolved, That the Christian education of our nation’s
children—particularly children in urban, inner city neigh-
borhoods—become a priority of ali members of The Lu-
theran Church—Missouri Synod; and be it further

' Resolved, That the promotion of Lutheran education as
a viable alternative to the non-Christian public schools

. become a priority of The Lutheran Church—Missouri

Synod on a national level; and be it finally

Resolved, That the Board of Directors of The Lutheran
Church—Missouri Synod recognize the severity of these
conditions and consider this a priority resolution.

| To Clarify Doctrine of the Call
‘ Wuereas, The Lutheran Church—Missouri Synod ac-

cepts the Bible as the inspired Word of God; and

i Wuereas, Paul in 1 Tim. 2:11-15 reminds us of the
order of creation and instructs us that women are not to
be “ministers of religion”; and

‘Wuereas, The Lutheran Church—Missouri Synod has
changed the nature of the term “divine call” to include both
men and women; and

Wuereas, Certain individuals in the name of The Lu-
theran Church—Missouri Synod have lobbied the Internal
Revenue Service to include women under the title “min-
ister of religion”; and

Wuereas, The Internal Revenue Service now lists all
synodically trained and certified teachers as “ministers of
religion”; and
