him in naming these Floor Committees; in passing it was also recalled that
some of the District Presidents have been negligent to a degree by not heeding
the request of the President to call his attention to capable men who would
ably represent their District at the Synodical Convention,
13, Eventually it was agreed to postpone action on this Item until President
Harms could be consulted, although it was obvious that the members of the Joint
Committee were not favorably impressed with the suggestion to create a
Synodical Convention Committee.
14, Item 6 on page 235 was a recommendation ''defining the jurisdiction
of the Convention by making it the final authority on all Synodical matters, "
After a very thorough discussion of the various factors that deserved consid-
eration, the motion was made, properly seconded and carried
"to adopt the following recommendation:
'the Delegate Convention of the Synod shall be the
chief legislative Assembly of the Synodical member-
ship. It shall establish policies, programs and
procedures to carry on Synod's work',"'
15. It seemed that this paragraph might be incorporated under
SYNODIC AL CONVENTIONS PROCEDURE as possibly Item 1.21 with the
heading, "Chief Legislative Assembly",
16, Item 7, found on page 235 of the 1962 Proceedings, was a recommenda-
tion “outlining the accountability and limitations of Officers, Boards, Com-
missions and Committees". (2,13 in the Synodical Handbook),
17, After discussing this suggested recommendation, the motion was made
properly seconded and carried
"to retain Section 2.13 as it is presently found in the 1963
Edition of the Synodical Handbook. "
