Synodical Handbook; this conflict had developed when the Cleveland Convention
had proceeded to develop a new approach without first rescinding actions that
had been taken in this matter at a previous Convention.
148. The Committee considered this embarrassing situation (conscious
that it should have detected this conflict when editing the 1963 Edition of the
Synodical Handbook) and agreed to offer the opinion that the last expression
of the Synod in the matter of accounting procedure is the currently valid one
and should be accepted and followed by all parties concerned. It was remarked
that this procedure is a common and acknowledged principle in law and that it
should be adhered to also in the affairs of the Church.
149. The Committee now continued and completed its review of the
Bylaws as a part of GUIDELINES.
MORNING RECESS
150. The motion was made, properly seconded and carried
"to accept the Bylaws in Dr. Berner's
manuscript, as amended, as a part of
the GUIDELINES. ''
151. It was agreed that the new edition of GUIDELINES should appear
in the same format as the present edition. It was also agreed that provision
should be made to have an open page face each printed page which would then
give opportunity for comments when GUIDELINES were being used by the
congregation or a committee.
152, It was agreed that the Secretary should write a Preface.
153. The Chairman read a Preface that had been offered by Pastor
Kettner.
